Mission

Founded in 2006, City Help Inc. of Phoenix dba The Phoenix Dream Center is a volunteer-driven 501(c)(3) nonprofit organization that provides community engagement assistance and life recovery housing and program services to the needy. Our goal is to provide services and support that seek to address the physical, social, emotional, and spiritual needs these individuals face.

Founded in 2000, City Help Inc. of Phoenix dba The Phoenix Dream Center is a volunteer driven 501(c)(3) nonprofit organization that provides Community Engagement assistance to over 14,000 individuals each month and Life Recovery housing and program services to over 1,100 people each year. Many of the people we serve in our community have been homeless, addicted, incarcerated, or victims of sex trafficking. Our goal is to provide services and support that seek to address the physical, social, emotional, and spiritual needs these individuals face. Our mission is expressed primarily in 3 Key Areas of Service Community Engagement, Addiction Recovery, and Human Trafficking. We believe that hope can be restored despite any life circumstances and that, no matter what an individual has been through, it is possible to dream again. The Phoenix Dream Center's Human Trafficking Program is a flagship program of the Phoenix Dream Center. Established in 2009, it is one of the largest service providers for young adult victims of human trafficking in the nation. The Program was created to help rebuild the shattered lives of young women rescued from human trafficking and commercial sexual exploitation. The Human Trafficking Program for young women now serves 48 young women survivors and 12 young male survivors at a time (over 100 each year), 30% of whom are pregnant or have a small baby and need additional services. The Program addresses the specific needs faced by male and female victims of the growing sexual exploitation industry, which includes sexually based acts by force, fraud or coercion and can include forced rape or sexual acts, involuntary sexual acts for food or shelter and forced prostitution. The Program offers safe refuge and specialized sexually based trauma counseling so that victims of sexual exploitation in all its forms can be restored as functioning members of society, and be equipped to live a healthy healthy independent life. The purpose of the Program is to rescue, stabilize and rebuild the lives of men and women by addressing the physical, emotional and spiritual needs of individuals who have been victimized and have survived human trafficking through sexual exploitation. For victims, after care services are paramount to assist with the negative effects felt every day and for years to come. Our comprehensive inhouse program provides access to medical, psychological, educational and legal services and helps the men and women relearn healthy choices, develop accountability and refine life and workplace skills. These steps all aim to prepare each individual to start living healthy, independent lives. Our Human Trafficking Program is the largest in the nation, and offers high quality services to 150 children, young men, and young women survivors each year. These services include a trauma Informed care model integrated at every level of the organization a family systems service delivery model at the program level an onsite full spectrum medical clinic run by Phoenix Children's Hospital and Dignity Health onsite behavioral health, counseling, therapy, and treatment for human trafficking survivors onsite high school for youth who have not completed high school onsite career development opportunities (e.g., barber shop/salon, print shop, cafe management, medical services and food prep services) and a high security environment with 24/7 Security Team, sensor alarmed gates, access controlled building and camera monitoring systems. Our National Leadership Role In Human Trafficking Services: The Phoenix Dream Center is fortunate to be a national leader in providing human trafficking services and in shaping the conversation around legislation and best practices for human trafficking providers. Our Executive Director, Brian D. Steele serves on the AZ Governor's Human Trafficking Council as the Policy Committee and the Victim Services Committee Chair, and he also chairs the Victim Services Committee for the City of Phoenix Human Traffi
