“There are five (5) categories of membership that comprise salc: business, community leader, emeritus, special and associate. A business member must be the chief executive officer or a senior official of a corporation located in arizona or a senior partner in a legal, accounting, or professional firm. Participation in the council from any one company is to be the senior individual in the firm. Upon recommendation from the membership committee and with specific board approval additional individuals from a firm may be considered for membership as long as the individuals fit the criteria of a senior executive or partner of the firm. Members must remain active in their primary business or occupation or, in the event of a change, must assume a position of comparable status and influence with another firm or in another occupation. Business members shall have voting rights. Community leader members shall be individuals holding positions of significant influence in the community and areas of interest to salc. These memberships are normally based on the individual. Community leader members shall have voting rights. Emeritus members are a valuable resource to salc and can make substantial contributions to the operation of the organization and our effectiveness in the community. When members in good standing retire or leave their principal positions with their organizations, they may be offered by the board of directors the opportunity to remain as members emeriti of salc as long as they pay annual dues as established by the board of directors. Emeritus members shall have voting rights. Special categories of membership may be established by a majority vote of the board of directors. Establishment of a special member category is intended to address a unique business qualification, focus or interest concerning salc as identified by the board. Special members shall have voting rights. Associate members shall be individuals belonging to an organization of interest as identified and approved by the board of directors. Associate memberships allow potential leaders the opportunity to be exposed to the senior leaders of salc and attend salc meetings. Associate members can participate on committees, focus areas, and action teams. Associate members have no voting rights and pay no dues.”

“Salc 2024 program service accomplishments salc growth & expansion business leaders continued to join salc and continue our "greater good" emphasis on helping better our community. * salc welcomed 19 new members in 2024 * salc added 7 associate members from the flinn-brown fellowship leadership in action salc staff, board, and focus area co-chairs continuously engage with regional and state leaders to improve policy. Salc focus areas are infrastructure, healthcare, education, innovation economy, and governance. Focus area policies goals are available on the salc website. 2024 legislative impact salc tracked and monitored more than 470 proposals during the legislative session and took positions on 23 bills, successfully influencing 14 bills. Salc was able to weigh in on 16 bills based on each of the five focus areas' policy goals. These policy objectives are ratified at the annual board meeting in december and serve as guiding principles that inform salc's legislative priorities for the upcoming year and allow the organization to support/oppose quickly when bills align with these approved positions. Salc also took a position on 6 proposals which fell outside the purview of the focus areas and were vetted by the public policy committee. The healthcare focus area forwarded a recommendation to the board after vetting legislation that fell within their purview, hb2113, which proposed to expand the scope of medical assistants and help mitigate the impact of supply/demand imbalance for quality health care in the state. The bill passed and was signed into law. Salc took a position on five of the thirteen statewide propositions on the 2024 november ballot: * salc's board voted to support prop 140, make elections fair act, a citizen initiative supporting open, non-partisan primaries. Salc was the first business organization to endorse the measure, submitted a ballot argument for the voter information pamphlet and financially supported the campaign. The measure was not approved by voters. * salc supported prop 138, tipped workers protection act, which would allow employers to pay 25% per hour less than the minimum wage provided that employees make minimum wage plus $2/hour for all hours worked over the course of the pay period. The measure was not approved. * salc opposed three measures: prop 133 partisan primary elections (failed), prop 134 initiative/referenda signatures (failed) and prop 314 border security act (passed). Key partnerships & collaborations in 2024 salc is a leader in regional and statewide collaboration. The following collaborations and partnerships resulted in significant progress during 2024: * arizona-mexico commission * university of arizona: map dashboard * pima county board of supervisors - pima early education scholarships (peeps) * flinn foundation - flinn-brown civic leadership academy * flinn foundation - bioscience roadmap * southern arizona business partners for trade and transportation (bptt) * center for the future of arizona (cfa) * common sense institute * tucson young professionals (typ) * startup tucson * azbio and biosa * university of arizona: tech launch arizona * university of arizona center for innovation (uaci) * southern arizona defense alliance (sada) * arizona commerce authority. * tucson values teachers * greater phoenix leadership (gpl) and northern arizona leadership alliance (nala) * the tucson business alliance (tba): * tucson metro chamber * sun corridor inc. * tucson hispanic chamber of commerce * visit tucson * the tucson association of realtors * the southern arizona home builders association (sahba) * tucson regional water coalition (trwc). Salc is host of this organization legislative engagement series salc held candidate meetings with all five candidates vying for three seats on the tusd governing board.
