The 990 is prepared by the independent auditors which has the effect of being reviewed by the board of directors, the managing director is charged by the board with completing and filing the form 990.”

The general counsel is empowered to notify the executive committee of any unresolved conflicts of interest. The executive committee in turn, is charged with resolving any conflicts.”
