ACAA addresses poverty across Arizona. Through a collaboration of nearly 300 organizations and individuals, ACAA develops and implements strategies to address and ultimately eliminate poverty.

Governance Explanations

Form 990, Part VI, Section A, Line 6

ACAA has three membership categories 1 individual members can be any Arizona resident 18 years of age or older 2 Organizational members are those organizations with an interest in meeting the needs of low-income Arizona residents including but not limited to community action agencies, their subcontractors and other private and public organizations including government agencies and 3 corporate members are private for-profit organizations. Each individual member has one vote at membership meetings, including the annual planning meeting. Each organizational member designates, in writing, one representative who is entitled to cast one vote at all membership meetings. Executive directors of agencies or their alternatives are automatically accepted as representatives of their organizational members and entitled to cast one vote.

Form 990, Part VI, Section A, Line 7A

Individual, organizational, and corporate member representatives who are present at the annual meeting vote on the membership-at-large director positions. No proxy voting is allowed all votes must be cast in person. Persons who are organizational representatives, and who also possess an individual membership, may vote twice -- once as an organizational representative and once as an individual member.

A hard copy of the Form 990 is circulated to all board members for review at a regularly scheduled board meeting. The document is then discussed and an opportunity for comments, questions, and concerns is provided. Changes are made as needed from the boards review, and the board ultimately approves the document for filing.

At each board and committee meeting, if there is a discussion of selecting or engaging a vendor or service provider, all in attendance are asked to recuse themselves from this discussion if there could be a perceived conflict. Annually, ACAA reviews and discusses the conflict of interest policy and requests that each board member list and acknowledge any known conflicts.

ACAA reviews the compensation for the executive director by comparing the compensation to the compensation of individuals in like positions, in comparable organizations, using Form 990, compensation studies, and other available data. The committee then recommends to the full board of directors, any changes in compensation based on this information. ACAA has no paid officers or employees meeting the IRS definition of a key employee.

Program Service Expenses 100,026, Grants and allocations 0, Revenue 0 California Nevada ACAA staff attended, along with CAP Director and agency staff, the National Community Action Partnership Conference this August in Philadelphia. PA. The conference, with its heavy focus on Organizational Standards and ROMA Next Generation, provided the opportunity for Arizona to stay abreast of the most current information and to learn from best practices in the field on implementation strategies. In addition, ACAAs Executive Director presented the session for the program.In July, ACAA hosted our Annual Conference Our History, Our Path Forward. The conference was attended by over 250 people from across the state and all of Arizonas Community Action Agencies. Sessions included What was I Thinking Case Notes 101 Reducing Recidivism State and Local Strategies To Run or Not to Run That Is The Question Arizona State of immigration APS Energy Update Renewables, Clean Energy, and You, Innovative Strategies that Foster Resilient Communities, Women in Arizona Health, safety, and Economic Opportunity Dealing with Debt Voting Counts and alternative loan solutions.

Program Service Expenses 224,501, Grants and allocations 0, Revenue 0 CSBG Throughout the year, ACAA staff worked to support the Community Action Agency network as they implement the CSBG organizational performance standards, the new Results Oriented Management and Accountability Standards- Next Generation, and advocated on their behalf with various state and federal entities. The Community Action Network served approximately 145,000 individuals, 50,000 families throughout the year. Our work supports their ability to provide the services necessary, focusing on critical needs and programmatic and community based solutions to poverty in their service territory.

Program Service Expenses 19,570, Grants and allocations 0, Revenue 0 Raise ArizonaACAA continued to work to enroll local Arizona businesses as partners in the Raise Arizona initiative a partnership to identify, acknowledge and drive business to businesses paying a living wage in Arizona. The wage varies throughout the state, but in Maricopa County is 14.13 an hour. We currently have 20 businesses certified with 60 in the queue. This year we added an opportunity to have members of the community sign a pledge to support businesses paying a living wage. We know that a living wage is essential to achieving our overall goal of ending poverty. This initiative was initially funded by ASAE and Vitalyst Health Foundation.

Program Service Expenses 84,580, Grants and allocations 0, Revenue 0 ACAA applied for and received an IRS grant to support the Maricopa Volunteer Income Tax VITA Network, a grant that was approved for two years. This funding supported the deployment of 35 VITA sites across Maricopa County, supported by volunteer tax preparers, who prared tax returns for no cost for Maricopa County individuals and families.510 volunteers supported this work, contributing 509,427.89 in volunteer hours. These volunteers completed 13,168 federal tax returns, saving low-mid income families 3,252,750 in tax preparation fees. The program will run again during the 2018 tax filing season.

Financial Statement Notes

IV 2B

The association acts as an agent whereby utility companies advance funds for the bill assistance and weatherization program to the assocation, which then administers the program for an administrative fee. These funds are held by the association and then remitted directly to the agency partners the partners. The partners are entitled to be reimbursed under the guidelines of the program in accordance with executed contracts.

The association holds temporarily restricted net assets for the following purposes home energy assistance fund, changing the face of poverty fund, contributions for arizona self-help website upgrades, and contributions for peoples information guide. The temporarily restriced net assets related to the home energy assistance fund includes the start up of the utilities, repair, replacement and deposit urrd program, which falls under the umbrella of the home energy assistance fund. Under the program, utility companies are required by law to remit all abandoned utility deposits. These funds are used to provide assistance to families in need under the guidelines of the program, and through the associations community action agency partners.

IRS990/Desc0The Home Energy Assistance Fund experienced a very productive year, allowing our partners to continue assisting vulnerable families throughout the state. Throughout FY17, 39 partners served all 15 counties and provided assistance to over 8248 households. Individuals received bill assistance, weatherization, utility appliance repair and replacement, or assistance with a utility deposit. Staff intervened in four utility rate cases during 2017, advocating for affordable rates for low-income customers, and additional bill assistance support. All these cases have now been resolved with discounted rates, bill assistance and weatherization funding intact, and in some instances significantly increased from the original request.

IRS990/ProgSrvcAccomActy2Grp/Desc0Marguerite Casey Foundation 61,584 MCF and 16,832 Weaver Our grant with the Marguerite Casey Foundation was renewed in 2016. ACAA continues to support educating Arizona communities on the root causes of poverty. Our focus includes racism, privilege, oppression, and economic equity, which includes wages, wealth building, employment and ending economic exploitation. In addition, we train members of the community on solutions for ending poverty, including activism, advocacy and education, social movements, public policy and organizational change. Our Marguerite Casey Foundation work aims to grow a community that is prepared to tackle poverty in Arizona. In 2017, ACAA hosted over 20workshops and engaged over 500 community members. We also began exploring new ACAA projects related to wages, employment, economic exploitation, and wealth building. ACAA continues to work in collaboration with other Marguerite Casey Foundation funded organizations across the state to create a network of social change agencies, and received funding in 2017 to further this work.

IRS990/ProgSrvcAccomActy3Grp/Desc0SNAP Outreach and Education Between July 2016 through June 2017, community partners explained SNAP eligibility process and requirements to clients on site to 156,117 individuals. Computers were provided to 18,917 people to complete HEAplus applications and, 56,020 individuals received assistance with Arizona Self Help prescreening. Partners assisted with 74,567 HEAplus applications of which 17,398 were new applications. These applications included 70,451 applicants of which 26,057 were new applicants. From October through November, partners explained the SNAP eligibility process and requirements to 22,233 clients on site. 2,589 individuals had access to a computer to apply online to HEAplus. Partners assisted with 9,835 applications of which 2,904 were new applications. These applications included 38,080 new applicants. Consumer Surveys collected over a two week period in January reflected 1273 respondents, an average 9.5 out of 10 rating for comfort to partner about services, 97 had all questions answered and 62 will return for renewal services.
