Mission

Goodwill Industries of Southern Arizona works toward ensuring that all people have the opportunity to reach their potential and contribute to our community. Those served include low-income, at-risk, and adjudicated youth; veterans; young adult ex-offenders; and low-income, unemployed, and underemployed adults. 47% of the workforce development program costs were funded with revenue self-generated by our Goodwill retail sales and 53% were served through grants and funding assistance from federal grants, the State of Arizona Division of Developmental Disabilities, the Pima County Arizona@Work system, the City of Tucson-Economic & Workforce Development, the United Way of Southern Arizona, and other donors and community partners.

GISA provides jobs and training for people to gain skills and achieve independence.

Governance Explanations

Form 990, Part VI, Section A, line 2

Elizabeth Gulick and Lisa Allen have a family relationship.

Form 990, Part VI, Section B, line 11B

The Audit Committee reviews the Form 990 before it is filed with the IRS. The committee then reports to the Executive/Finance Committee and to the Board as part of their committee report. Then at a Board meeting each Board member is handed a copy of the 990 for discussion and compliance purposes.

Form 990, Part VI, Section B, line 12C

The Bylaws state Directors must be independent and do not receive, directly or indirectly, material financial benefits from the corporation or its related parties. In connection with any actual or possible conflicts of interest, an interested person must disclose the existence and nature of his or her financial interest to the Board of Directors and members of any committees with any Board-delegated powers considering the proposed transaction or arrangement. After disclosure of the financial interest, the interested person shall leave the Board or committee meeting while the financial interest is discussed and voted upon. The remaining Directors or committee members shall decide if a conflict of interest exists. If the disinterested Directors have reasonable cause to believe that the interested Director has failed to disclose an actual or possible conflict of interest, the disinterested Directors shall inform the interested Director of the basis for such belief and afford the interested Director an opportunity to explain the alleged failure to disclose. If, after hearing the response of the interested Director and making such further investigation as may be warranted in the circumstances, the disinterested Directors determine that the interested Director has, in fact, failed to disclose an actual or possible conflict of interest, they shall take appropriate disciplinary and corrective action.

Form 990, Part VI, Section B, line 15

GISA follows a compensation philosophy which is to provide compensation that is fair, reasonable, and consistent with compensation paid in the non-profit sector for positions of comparable complexity and responsibility. The goal is to recruit and retain high-performing employees and to motivate, recognize and reward excellent performance regarding contributions to the fulfillment of GISA's mission, vision and values. The Compensation Committee has been delegated such decision making power by the Board of Directors. With the assistance and recommendations of an outside, independent consultant, all compensation arrangements regarding executives and key employees of GISA are approved by the Compensation Committee which is composed entirely of individuals who do not have a conflict of interest with respect to the compensation arrangements. The recommendations of the outside consultant are determined by market research results based on data collected from other similar non-profit organizations and include organization based performance measures. The Compensation Committee ensures that the basis upon which such compensation recommendations and decisions made are well justified, reasonable and documented. A report of the work of the Compensation Committee is then presented to the full Board.

Form 990, Part VI, Section C, line 19

The workforce development programs Goodwill Industries of Southern Arizona provided last year include: Group Supported Employment: Serving adults with development disabilities; our Group Supported Employment program provides low-ratio (2:1 or 3:1) job coaching and support services in the fully-integrated, community-based, work environments provided by our Goodwill retail stores. Participants work and interact with non-disabled co-workers while receiving the on-going training and support services needed for success. Our Group Supported Employment program is accredited by CARF (the Commission on Accreditation of Rehabilitation Facilities) and consistently receives the highest-level of accreditation available. Career Centers: Located inside our Goodwill retail stores; last year our six store-based community centers served 4,445 people. Services included assistance in conducting job searches, completing applications, and developing resumes; referral to needed community support services; and referral to appropriate training programs including GED training, certificate/certification training, and other post-secondary training. Pima County Arizona@Work: Through grants and service delivery contracts with the Pima County AZ@Work system, Goodwill provides programs and services throughout Pima County, staffed by 12 workforce development specialists. During the fiscal year a total of 2,737 participants and employers were served. The programs provide a diverse range of workforce and economic development programs for Pima County residents and employers and are described below: - Adult Case Management - Last year, Goodwill provided Workforce Investment and Opportunity Act (WIOA) case management services for 143 Pima County adults through Goodwill staff members stationed full-time at the AZ@Work centers. Goodwill staff members counseled AZ@Work participants regarding labor market trends, job availability, and career advancement pathways within area high growth-high demand industries. Then, based on the participant's interests and assessed skills, Goodwill staff members assisted participants to access WIOA training dollars, attend certificate/certificate or other industry-recognized training, and obtain employment with career advancement pathways in area high-growth-high demand jobs. - Adult Employer Outreach - Goodwill made 247 employer outreach contacts seeking Pima County employers to provide participants with training to gain the skills needed for long term employment. 187 job seekers were served through this program. Under a separate grant from the U.S. Department of Labor similar services were provided to 435 participants, with 201 receiving credentials and 171 placed in employment. - Workshops and Seminars- Goodwill provided employability skills trainings for 1,578 Pima County residents last year through Goodwill staff members stationed at the AZ@Work centers. Goodwill provided 834 employability-related workshops and seminars include: Employability Skills for Adults, Resume Writing Lab, and Basic Computer Skills for Job Seekers. - Youth Employer Outreach and Work Experience Training - 56 low-income Pima County students participated in our summer paid, employer-based, work experience training program. In addition, 23 out-of-school and out-of-work youth were also provided with training. Program youth gain work experience a real work environment with productive adult co-workers and a caring supervisor; learn the value of a paycheck; and develop job related hard and life related soft skills for multiple career pathways. Young Adult Reentry Program (YARP): The goal of the program is to establish or enhance partnerships with community colleges and build their capacity to work with students age 18-24 who have had justice system involvement. This enables these young adults to obtain the training, education, and experience needed to meet the needs of local in-demand industries and secure jobs that pay a living wage. The program provides career p

Income from certain activities not directly related to their tax-exempt purpose, however, may be subject to taxation as unrelated business taxable income (UBTI). From time to time, GISA and GIT may be subject to penalties and interest assessed by various taxing authorities, which are classified as management and general expenses, if they occur.
