THE EASTERN NORTH DAKOTA ALTERNATE WATER SUPPLY, WHICH MAKES USE OF THE MCCLUSKY CANAL AS AN ALTERNATE WATER SOURCE WILL SAVE MILLIONS OF DOLLARS IN CONSTRUCTION COSTS, AS WELL AS OPERATIONS AND MAINTENANCE COSTS.THE VPP ADVOCATED FOR THE BAKKEN EAST PIPELINE PROJECT PROPOSED BY WBI ENERGY. THIS PIPELINE, A PRIORITY FOR THE VPP, IS A FORWARD-LOOKING INFRASTRUCTURE INVESTMENT THAT WILL NOT ONLY ENHANCE ENERGY RELIABILITY ACROSS NORTH DAKOTA BUT ALSO POSITION OUR STATE AS A COMPETITIVE DESTINATION FOR FUTURE OPPORTUNITIES IN MANUFACTURING, AG PROCESSING, AND HIGH-TECH INDUSTRIES SUCH AS DATA CENTERS. THE RED RIVER VALLEY CONTINUES TO FACE CRITICAL WORKFORCE CHALLENGES. THE VPP'S FOCUS IN 2024 WAS TO ADVOCATE FOR AN INCREASE OF FUNDING FOR OPERATION INTERN AND THE REGIONAL WORKFORCE IMPACT PROGRAM TO EMPOWER LOCALLY LED SOLUTIONS TO ONE OF THE STATE'S GREATEST CHALLENGES. WORKFORCE NEEDS VARY BY REGION THROUGHOUT NORTH DAKOTA, SO A ONE SIZE FITS ALL APPROACH IS UNREALISTIC AND WOULD NOT ADEQUATELY ADDRESS CHALLENGES IN ALL PARTS OF THE STATE. BY CREATING A REGIONAL FUNDING MECHANISM TO SUPPORT WORKFORCE INITIATIVES, LOCAL AND REGIONAL PARTNERS CAN ARTICULATE THEIR NEEDS AND THE ABILITY TO ACCESS FUNDING TO ADDRESS THEM. INTERNSHIPS ARE A PROVEN WAY TO CONNECT COMPANIES WITH YOUNG PEOPLE WHOSE INTERESTS AND CAPABILITIES MATCH, THEREBY FILLING JOBS IN THE STATE.THE VPP HAS ADVOCATED FOR LONG TERM, PREDICTABLE FUNDING FOR UNIVERSITY RESEARCH AND DEVELOPMENT TO ENGAGE IN INDUSTRY DRIVEN RESEARCH TO ATTRACT RESEARCH TALENT AND FUNDING FOR INDUSTRY SECTORS THAT ARE KEY TO STRENGTHENING AND DIVERSIFYING NORTH DAKOTA'S ECONOMY. THE ECONOMIC RESEARCH DIVERSIFICATION FUND WAS FUNDED AT $5.5 MILLION IN THE 2022-2023 SESSION, WITH $2.5 MILLION ALLOCATED EACH FOR NDSU AND UND, THE REMAINING TO BE SPLIT AMONG THE OTHER 9 NORTH DAKOTA UNIVERSITY SYSTEM INSTITUTIONS. IN 2024 THE VPP ADVOCATED FOR AN INCREASE OF FUNDING FOR THE ERDF TO AT LEAST $9 MILLION. THIS PROPOSED INCREASE WAS WARRANTED BY THE PROGRAM'S SUCCESS IN THE FIRST YEAR OF OPERATION. THE VPP SUPPORTED EFFORTS TO PROVIDE FUNDING FOR THE GRAND FORKS CHILDREN'S MUSEUM AND THE FARGO-MOORHEAD SCIENCE MUSEUM. THE GRAND FORKS MUSEUM IS INTENDED AS A HANDS-ON SCIENCE CENTER THAT WILL FEATURE INTERACTIVE EXHIBITS AND PROGRAMS FOCUSED ON STEAM (SCIENCE, TECHNOLOGY, ENGINEERING, ARTS, AND MATHEMATICS), HIGHLIGHTING REGIONAL INDUSTRIES AND RESOURCES. INTERNSHIPS ARE A PROVEN WAY TO CONNECT COMPANIES WITH YOUNG PEOPLE WHOSE INTERESTS AND CAPABILITIES MATCH, THEREBY FILLING JOBS IN THE STATE.THE VPP HAS ADVOCATED FOR LONG TERM, PREDICTABLE FUNDING FOR UNIVERSITY RESEARCH AND DEVELOPMENT TO ENGAGE IN INDUSTRY DRIVEN RESEARCH TO ATTRACT RESEARCH TALENT AND FUNDING FOR INDUSTRY SECTORS THAT ARE KEY TO STRENGTHENING AND DIVERSIFYING NORTH DAKOTA'S ECONOMY. THE ECONOMIC RESEARCH DIVERSIFICATION FUND WAS FUNDED AT $5.5 MILLION IN THE 2022-2023 SESSION, WITH $2.5 MILLION ALLOCATED EACH FOR NDSU AND UND, THE REMAINING TO BE SPLIT AMONG THE OTHER 9 NORTH DAKOTA UNIVERSITY SYSTEM INSTITUTIONS. IN 2024 THE VPP ADVOCATED FOR AN INCREASE OF FUNDING FOR THE ERDF TO AT LEAST $9 MILLION. THIS PROPOSED INCREASE WAS WARRANTED BY THE PROGRAM'S SUCCESS IN THE FIRST YEAR OF OPERATION. THE VPP SUPPORTED EFFORTS TO PROVIDE FUNDING FOR THE GRAND FORKS CHILDREN'S MUSEUM AND THE FARGO-MOORHEAD SCIENCE MUSEUM.
