All Board Members are required to fill out Conflict of Interest forms annually. Any noted conflicts or potential conflicts are compiled and referenced if necessary at future board meetings. It is board members' responsibility to disclose any conflicts and abstain from discussion and voting on affected issues.

The salaries of Executives of comparable State Primary Care Association Executives (based on organizational budgets) are obtained from the 990 Forms, as well as salary information and budgets of comparable health-related associations in New Mexico and other states and are distributed to the Executive Committee of the board, prior to the Executive Director's annual review and any salary adjustment. National and regional salary survey information collected and compiled is also provided, if available. The Executive Director compiles the same information prior to any adjustment of the salary of the Director of Operations or other key staff. This process last occurred in June 2016 and occurs annually.

The Association is exempt from federal income taxes under section 501(c)(3) of the Internal Revenue Code and applicable state law. Accordingly, no provision for income taxes on the excess of revenues over expenses is included in the accompanying financial statements. The accounting standard on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under the guidance, the Organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the Organization and various positions related to the potential sources of unrelated business taxable income (UBIT). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for fiscal year 2015.The Association's Forms 990, Return of Organization Exempt Income Tax, for the years ending 2013, 2014 and 2015 are subject to examination by the IRS, generally for three years after they were filed.

IRS990/Desc0Medicaid and Health Insurance Exchange Outreach- Enrollment Program- NMPCA receives a contract from the State of New Mexico to subcontract with its members and other community-based non-profit organizations and Counties to provide outreach and enrollment and re-enrollment of children in the Medicaid program. NMPCA provides training and support to the subcontractors and aggregates and submits data to the state. Over 30,000 Medicaid applications were submitted as a result of this program in the fiscal year. NMPCA also contracted with NMHIX, the state non-profit health insurance exchange to train Health care Guides to advise and assist consumers to enroll in the Healthcare Marketplace.

Eleven organizational members with approximately 100 clinical sites across New Mexico pool expertise and resources to achieve this integration with the funding assistance of a Federal Health Center Controlled network Grant. NMPCA also provides IT support to several of its members and the Nurse Advice New Mexico, a 501(c) which provides after hours nurse advice triage services to several members and uninsured New Mexicans.
