“The government of chi epsilon shall be vested in a duly authorized general assembly and a duly elected national council. The general assembly shall consist of an official delegation consisting of one active undergraduate or graduate member selected from each active chapter in good standing with the society. Chapters shall be grouped into geographical districts with one district councilor selected from each district. A district councilor shall be elected by a majority vote of the delegates from that district. To qualify as a candidate for the position of district councilor, the candidate must be a member of chi epsilon and may not be a student member. Collectively, the district councilors shall be known as the national council. The national council shall facilitate operation of chapters and provide liaison between the chapters and the advisory board and the executive director, and shall oversee the ceremonial and recognition aspects of the society. The advisory board shall review policies and issues related to the societys finances and business operations and provide advice to the executive director. The advisory board shall also provide leadership regarding fundraising activities in support of the societys mission. The initial advisory board shall be an interim board selected by the executive director in consultation with the national council. Subsequent board members shall be elected to staggered terms by the general assembly. The national council shall appoint an executive director in consultation with the advisory board. The executive director shall execute the day-to-day operation of the society. The executive director shall report to the national council. The executive director must be a member of chi epsilon and may not be a student member.”
“Decisions are not subject to the approval of members. However, the national council acts for the national conclave when it is not in session, so the next conclave could change what has been decided upon by the national council if needed.”
“The chi epsilon national organization has a constitution and by laws and parop (operation manuel) which outline how the national organization operate and how local chapters operate with respect to things that affect the national organization. Each chapter has full control of its individual affairs, subject to the constitution and bylaws of chi epsilon.”
