The Gathering Inn is the largest provider of emergency shelter and comprehensive supportive services for homeless men, women and families in Placer County. Services are provided through our 4 main programs which include our nomadic shelter & supportive services program in South Placer (Roseville, Ca), our fixed shelter & supportive services program in Mid Placer (Auburn, Ca) and our two Interim Care Programs located in Auburn, Ca.

Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The form 990 and its accompanying schedules are reviewed by the Officers in detail and discussed by the Board of Directors at a regular bimonthly meeting held subsequent to its preparation.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The Gathering Inn monitors conflict of interest policy by requiring its officers, directors, and key employees to sign a copy of that policy annually. The individuals must disclose any relationship with family members, corporations, and other organizations that might present a conflict as it relates to the Gathering Inn. Should there be a potential issue, the Board of Directors shall then investigate any questionable relationships, ruling them as no conflict, or if a conflict exists, determine the action to be taken to cure the conflict. No such conflict have arisen to date.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The independent board members review and approve the compensation of the CEO. Their deliberations include the use of objective data for comparable compensation for similarly qualified persons in comparable positions of similar size organizations. Board minutes of these meetings are taken which document the process.

The Gathering Inn's form 990 includes financial statements, answers to multiple questions about our operations, financial and managerial policies, and multiple disclosures about the sources of funds and the expenses we incur. Financial Statement Notes

Part X : FIN48 Footnote

TGI is exempt from income taxes under Internal Revenue Code (IRC) Section 501(c)(3) and Section 23701(d) of the California Revenue and Taxation Code, and is considered a publicly supported organization. Accordingly, no provision for income taxes has been included in the accompanying financial statements.TGI has accounted for uncertainty of income taxes as required by the Accounting for Uncertainty in Income Taxes topic of the FASB Accounting Standards Codification. TGI uses a comprehensive model for recognizing, and measuring, presenting and disclosing in the financial statements tax positions taken or expected to be taken on a tax return. A tax position is recognized as a benefit only if it is "more likely than not" that the tax position would be sustained in a tax examination, with a tax examination being presumed to occur. The amount recognized is the largest amount of tax benefit that is greater than 50% likely of being realized on examination. For tax positions not meeting the "more likely than not" test, no tax benefit is recorded. The effect of applying this model and the resulting identification of uncertain tax positions, if any, were not considered significant for financial reporting purposes.

IRS990/Desc02018 was a year of tremendous growth and change for The Gathering Inn. In late May 2018, The Gathering Inn was awarded the contract to operate the fixed shelter located in the Mid Placer Auburn region. The decision by The Placer County Board of Supervisors to make a change in its existing provider and award this contract to TGI was due in no small part to the outstanding outcomes TGI has achieved in its South Placer Roseville location as well as the organizations focus on collaboration with other community partners and attention & response to the needs and concerns of the organizations surrounding neighbors. This contract award has positioned The Gathering Inn as the largest homeless emergency shelter and services provider in Placer County, now serving an average of 176 homeless guests each day through our four programs.The Gathering Inn has already implemented several strategic changes at the Mid Placer program since officially taking over operations on July 1, 2018. These include more robust case management plans, guest rules & regulations and developing strong community relations with our neighboring families and businesses. The program is already achieving strong outcomes with 69 of the 260 (27%) guests served from July 1 December 31 exiting to housing. The Gathering Inns South Placer program continues to provide not only basic needs such as food & shelter, clothing, shower & laundry facilities, but also comprehensive wrap-around services including case management and on-site medical and dental clinics. More than 350 patient visits were provided pro-bono in 2018 by a caring staff of volunteer doctors, dentists, nurses and dental hygienists amounting to hundreds of thousands of dollars of free medical & dental care provided to our homeless guests.Our Resource Center in South Placer provides a safe environment for our guests during the day and offers nourishing snacks, bathroom facilities, access to computers, job placement services, case management services, life skills classes and our Access to Recovery substance abuse treatment program. An average of 71 people utilized the Resource Center on a daily basis in 2018. Our Interim Care Program in Auburn, a collaboration with Sutter and Kaiser Hospitals, is entering its 11th year of operation. This Interim Care Program provides a safe environment for homeless patients medical recovery for up to 6 weeks after being released from local hospitals and emergency rooms. The program also provides case management services to connect to social services & benefits and primary care physicians. This program has proven to be a tremendous benefit to our community by reducing the recidivism rate at local emergency rooms and significantly reducing the burden of additional costs & resource utilization on local hospitals. The program served 50 homeless individuals in 2018. Our second Interim Care Program, supported by Placer County Whole Person Care, has been operational since October 2017. The WPC-ICP has served 37 unique guests and provided nearly 2,500 additional nights of recuperative care in its 15 months of operation. Placer County has been so impressed with our Director of Interim Care Programs that they awarded him the Placer County Public Health Excellence Award in 2018 to recognize his dedication to compassionate service for our homeless guests and his outstanding outcomes.163 out of 383 individual guests served who stayed in our program 10 days or more (54%) obtained housing in 2018. 92 guests found employment, 44% were connected to CalFresh benefits and 54% secured an increase in their income.
