The Bell Action Network was formed to promote social welfare and for other educational and charitable purposes. The organization supports public policies that promote opportunity and self-sufficiency in Colorado.

| In 2013, the Bell Action Network's primarily activities were focused around Amendment 66, a statewide fiscal reform and education funding initiative on the November 2013 ballot. Specific activities on this initiative are described in the accomplishments in question #3 below.Ballot Initiatives. The Bell Action Network's 2013 work on Amendment 66 included the following: Lending our Outreach Director to the campaign for nearly four months to run the speaker's bureau and increase the campaign's capacity for outreach to groups across the state, including arranging more than 500 events statewide;Developing "Amendment 66 and PERA," a policy brief to counter claims by the opponents that the money raised would be used to backfill the Public Employees Retirement Association;Developing (with the Colorado Fiscal Institute and the Colorado Center for Law and Policy) "Setting the Record Straight on Tax Foundations's Claims on Amendment 66," a policy brief addressing the Tax Foundation's claims about the measure's effects on small businesses and low and middle-income Coloradoans.
