Grant to support for opioid prevention network. Pennsylvania harm reduction coalition is to build and maintain relationships with community based organizations, advocates, and local stakeholders statewide, craft, execute, and evaluate statewide advocacy strategy, align grassroots strategies with legislative agenda, develop and implement a comprehensive plan to retain and expand pahrcs relationship with its statewide grassroots supporters, strategically organize routine advocacy opportunities in communities across the state with the intention to inform local communities of pahrcs mission, communicate all policy positions of the pahrcs agenda related to state and local issues clearly to local leaders and grassroots supporters, oversee planning and execution of advocacy, partner, and team events and maintain and produce regular reports on advocacy strategy. The sub-grant will cover the costs of staff, logistics, coordination and engagement of resources across various agencies and jurisdictions to support implementation of syringe service programs through local partners.

GOING FORWARD, THE ORGANIZATION DOES NOT PLAN TO CONDUCT ANY ACTIVITIES THAT CONSTITUTE AN ATTEMPT TO INFLUENCE LEGISLATION, AND THE ORGANIZATION WILL CONTINUE TO REFRAIN FROM CONDUCTING ANY POLITICAL ACTIVITIES. MOST OF THE ORGANIZATION'S PUBLIC POLICY ACTIVITIES IN 2020 CONSISTED OF CONDUCTING EDUCATIONAL MEETINGS AND PREPARING AND DISTRIBUTING EDUCATIONAL MATERIALS ABOUT THE OPIOID CRISIS IN PENNSYLVANIA AND PROVIDING INFORMATION TO THE GENERAL PUBLIC ABOUT HARM REDUCTION SERVICES AND MEDICATION ASSISTED RECOVERY TO PROMOTE THE HEALTH, DIGNITY, AND HUMAN RIGHTS OF INDIVIDUALS WHO USE DRUGS AND COMMUNITIES IMPACTED BY DRUG USE. ON AT LEAST A FEW OCCASIONS, HOWEVER, SOME OF THE ORGANIZATION'S ACTIVITIES MAY HAVE CONSTITUTED LEGISLATIVE ACTIVITIES. SPECIFICALLY, THE ORGANIZATION'S FORMER EXECUTIVE DIRECTOR CONDUCTED CERTAIN ACTIVITIES THAT THE ORGANIZATION IS NOW AWARE MAY HAVE CONSTITUTED ACTIVITIES THAT ATTEMPTED TO INFLUENCE LEGISLATION BY REACHING OUT TO MEMBERS OR STAFF OF THE PENNSYLVANIA LEGISLATURE TO DISCUSS THE ORGANIZATION'S POLICY POSITIONS AND URGE THEIR SPONSORING OF PENNSYLVANIA LEGISLATION TO EXPAND EFFECTIVE SYRINGE EXCHANGE PROGRAMS IN PENNSYLVANIA. IN ADDITION, THE ORGANIZATION PREVIOUSLY ENGAGED A PUBLIC RELATIONS FIRM THAT CONDUCTED ACTIVITIES THAT ATTEMPTED TO INFLUENCE LEGISLATION TO EXPAND EFFECTIVE SYRINGE EXCHANGE PROGRAMS IN PENNSYLVANIA (AS REPORTED ON THE ORGANIZATION'S 2019 IRS FORM 990). TO DATE, HOWEVER, THE ORGANIZATION ESTIMATES THAT LESS THAN 10% OF THE ORGANIZATION'S TOTAL TIME AND LESS THAN 10% OF THE ORGANIZATION'S TOTAL FUNDS HAVE BEEN SPENT ON SUCH LEGISLATIVE ACTIVITIES.
