Mission

Promote drone automation and robotic technologies.

Drone, Aviation, and Robotics Technology (DART) is a nonprofit organization dedicated to advancing Uncrewed Aircraft Systems (UAS) and Advanced Air Mobility (AAM) to support quality job growth and community vitality. DART's mission is to help catalyze the emerging Low Altitude Economy-the rapidly growing sector of drones and new classes of aircraft operating below 5,000 feet such as electric vertical tack-off and landing (eVTOL) aircraft-so that individuals and communities can benefit both from the services these technologies provide and from the meaningful career pathways they create.

For example, in 2024 DART, the Monterey Bay Economic Partnership (MBEP), and the University of California, Santa Cruz (UCSC) co-founded the Monterey Bay Tech Hub, strengthening regional coordination around emerging technologies that can generate high-quality jobs and community benefit. DART facilitated monthly Infrastructure Working Group meetings, participated in Workforce Development Convenings, and contributed to Leadership Council meetings to align regional priorities around UAS/AAM workforce preparation, infrastructure planning, and innovation readiness. At the state level, DART played a key coordination role in developing California's response to the FAA Center for Advanced Aviation Technology (CAAT) Request for Information (RFI)-an effort central to advancing the Low Altitude Economy at scale. Through expanded engagement with the Governor's Office of Business and Economic Development (GO-Biz) and other partners, DART continues to position the Central Coast as a meaningful contributor to statewide UAS and AAM innovation.$0$0
Workforce Training, Feasibility Studies, and Reports In alignment with its mission to expand access to quality jobs in the Low Altitude Economy, DART delivered several foundational studies and resources that support regional workforce readiness in advanced manufacturing, robotics, drone operations, and AAM technologies. Key accomplishments included: Regional Workforce Training Center Feasibility Study, analyzing the potential for a dedicated training facility serving emerging aviation and automation industries. Monterey Bay Emerging Technology Workforce Skills Demand Study, identifying essential skills and workforce needs tied to UAS, robotics, and AAM sectors. SOAR: Advanced Air Mobility in the Monterey Bay Region Readiness Assessment, evaluating regional preparedness for Low Altitude Economy infrastructure, operations, and services. Advanced Manufacturing Apprenticeship Pilot (AMAP) Case Study: DART also partnered with Joby Aviation and Talent Rewire to develop and publish the Advanced Manufacturing Apprenticeship Pilot (AMAP) Case Study and implementation guides designed for employers, economic development practitioners, and community-based organizations. These resources support scalable and inclusive apprenticeship models connected to UAS and AAM manufacturing career pathways. Furthermore, AMAP supported 20 initial local hires, prompting Joby to independently fund 40 additional apprenticeship positions based on its success. The program helped strengthen pathways into advanced manufacturing and aerospace careers for Monterey Bay residents. Policy momentum followed: SB 800, introduced by Senator Anna Caballero, created tax incentives for electric aviation manufacturing, supporting further growth in the regional AAM sector. Presented at the California Workforce Association Meeting of the Minds Conference, and shared AMAP insights at the Chabot Space and Science Center Aerospace Workforce Summit. Conducted workshops and collaborative meetings with Building Healthy Communities, Workforce Development Boards, and Career Technical Education Centers to support awareness of AAM/UAS career pathways and accessible training options. The 2024 Annual DART Symposium: This 4th annual convening brought together leaders from workforce agencies, educational institutions, AAM/UAS companies, and government organizations. Organizational Development to support its growing mission, DART expanded its organizational capacity in 2024 by adding new staff to strengthen operational, partnership, and communications functions. The organization also expanded its Board of Directors to enhance governance and regional alignment. In addition, DART launched an Advisory Council, convening bi-annual meetings to provide strategic guidance as the region prepares for increased UAS and AAM activity. Funding and Development In 2024, DART pursued strategic funding opportunities to advance workforce and infrastructure components central to the Low Altitude Economy. The organization: Partnered with the Transportation Agency for Monterey County (TAMC) to submit a U.S. Department of Transportation SMART Grant proposal focused on innovative mobility solutions. Submitted an invited Disaster Response and Resilience Grant to the Community Foundation for Monterey County, focused on emergency preparedness in communities that may benefit from drone-enabled services. Led the Advancing Central Coast AAM Economy: Workforce and Infrastructure proposal to the CA Jobs First - Uplift Central Coast Catalyst program, aligning regional workforce development with anticipated UAS/AAM industry growth. DART also completed its Three-Year Strategic Business & Action Plan, which outlines pathways for long-term sustainability. In closing, by the end of 2024, DART facilitated positioning the Monterey Bay region as a forward-looking contributor to the Low Altitude Economy. Presented at the California Workforce Association Meeting of the Minds Conference, and shared AMAP insights at the Chabot Space and Science Center Aerospace Workforce Summit. Conducted workshops and collaborative meetings with Building Healthy Communities, Workforce Development Boards, and Career Technical Education Centers to support awareness of AAM/UAS career pathways and accessible training options. These engagements helped expand understanding of Low Altitude Economy opportunities while supporting community access to education and workforce resources. The 2024 Annual DART Symposium: This 4th annual convening brought together leaders from workforce agencies, educational institutions, AAM/UAS companies, and government organizations. Sessions focused on workforce training, infrastructure planning, and the economic development potential of Low Altitude Economy technologies. Key elements included: Advanced Air Mobility Short Course for public officials to understand AAM integration opportunities. Tours of Joby Aviation's manufacturing facilities, providing insights into workforce and operational demands. Panels addressing research, infrastructure planning, airspace management and safety integration, and vertiport/test-site needs. A fireside chat highlighting government roles in fostering AAM innovation economies. Sessions on return on investment and economic potential of UAS/AAM technologies. The final day emphasized workforce and partnership development, AgTech innovation, and cross-sector collaboration. Through these conversations, the symposium highlighted pathways to long-term regional economic vitality and community benefit.

The organization also expanded its Board of Directors to enhance governance and regional alignment. In addition, DART launched an Advisory Council, convening bi-annual meetings to provide strategic guidance as the region prepares for increased UAS and AAM activity. Funding and Development In 2024, DART pursued strategic funding opportunities to advance workforce and infrastructure components central to the Low Altitude Economy. The organization: Partnered with the Transportation Agency for Monterey County (TAMC) to submit a U.S. Department of Transportation SMART Grant proposal focused on innovative mobility solutions. Submitted an invited Disaster Response and Resilience Grant to the Community Foundation for Monterey County, focused on emergency preparedness in communities that may benefit from drone-enabled services. Led the Advancing Central Coast AAM Economy: Workforce and Infrastructure proposal to the CA Jobs First - Uplift Central Coast Catalyst program, aligning regional workforce development with anticipated UAS/AAM industry growth. DART also completed its Three-Year Strategic Business & Action Plan, which outlines pathways for long-term sustainability. In closing, by the end of 2024, DART facilitated positioning the Monterey Bay region as a forward-looking contributor to the Low Altitude Economy. Through studies, convenings, workforce development activities, and strategic collaboration, DART advanced its mission to help communities benefit from drone and advanced aviation technologies-both as enhanced services and as pathways to quality, family-sustaining careers.
