Controller - housing affiliates team prepare the questionaire, reviews with the cfo and president of sponsor organization (ecs) before submission to the auditors; drafts of form 990 are to be provided to the board before filing.

Form 990, Part VI, Section B, Line 12C

In order to assure impartial decision-making, it is the policy of ecs housing, inc.(ehc) that any conflicts of interest, or actual or potential conflicts of interest, be fully disclosed before a decision is made on the matter involved, and that no director participate (other than by providing information) in any decision in which he or she has an actual or potential conflict of interest. The board of directors will not approve, and ehc will not participate in, any self-dealing or excess benefit transaction prohibited by law. No director shall participate in the selection, award or administration of a contract supported by federal funds if a real or apparent conflict of interest would be involved.

The executive director of episcopal community services of s.f. (the sponsor organization) is also the president of ecs housing corporation. Comparability data, performance and compensation is reviewed and determined by the board of directors of ecs.
