CONTRACTED EXECUTIVE DIRECTOR TASKS INCLUDE: - Execute organizations administrative operations by creating and executing tasks included in the annual work plan, which is mutually agreed upon by the Board Chair. Board members to be leveraged as needed to complete tasks. Consult with Committees and coordinate and participate in Committee meetings as needed.- Responsible for Communications with Board of Directors, partners including but not limited to Placer County, North Tahoe Community Alliance and Truckee/North Tahoe Transportation Management Association, assessed businesses, stakeholders, vendors, and online inquires.- Responsible for organizations record keeping and appropriate backing up of records.- Attend, plan and facilitate all aspects of Quarterly, Special, and Annual Board of Director meetings, including but not limited to, compliance with the Ralph M. Brown Act. Ensure that meeting minutes are taken, approved by the Board, and posted to the website in a timely fashion.- Responsible for MountaineerTransit.org website content and creation and execution of annual marketing plan. Collaboration with and leverage Palisades Tahoe marketing team and opportunities and Truckee/North Tahoe Transportation Management Associations marketing opportunities.- Responsible for Placer County contract renewal and management including creation and submission of Annual Report, and Placer Countys management of Assessment Payer database. - Liaison with the Placer County Revenue Service Department on Management District Plan assessment collections, including their collection of delinquent assessments. Responsible for quarterly delinquencies reports to the Board.- Responsible for financial tasks and procedures as specified in finance standard operating procedures, in addition to maintenance of the Finance SOP document. IRS990/Desc0Mountaineer provided microtransit services December 8, 2023 through April 20, 2024 as outlined in the OVAM MD MDP. The season comprised of 132 operating days, including eight days added April 13-20 for Mountain Travel Symposium and five days added April 8-12 between when Mountaineers operating schedule was planned to end and when Mountain Travel Symposium started. Mountaineer had a record-breaking season including providing 50,530 rides to 106,736 passengers, with an average wait time of 8 minutes. Mountaineer set all-time, single-season records for most passengers serviced (for the first time in a single season, Mountaineer serviced more than 100,000 passengers), most rides provided, and highest average daily passengers (783, 8% greater than prior winter seasons all-time high). All of these records are even more remarkable despite limited snow and limited ski terrain open in December & January. It is suspected that ridership increases, among other factors such as a 20% increase in Mountaineers vehicle fleet, were as a result of Palisades Tahoes new Parking Reservation System. It should be noted that according to 2023-24 passenger survey responses, 34% of Mountaineers passengers are visitors, 33% are second home/condo owners, and 17% are full-time residents.In total, since its inaugural season beginning in December 2018, Mountaineer has transported 401,431 passengers and provided 194,313 rides of which 57% were shared. As a result of Mountaineer since its inception, each month that Mountaineer operates on average 3,257 cars are removed from Olympic Valley and Alpine Meadows roads and 5,406 vehicle miles traveled are reduced.

Board members to be leveraged as needed to complete tasks. Consult with Committees and coordinate and participate in Committee meetings as needed.- Responsible for Communications with Board of Directors, partners including but not limited to Placer County, North Tahoe Community Alliance and Truckee/North Tahoe Transportation Management Association, assessed businesses, stakeholders, vendors, and online inquires.- Responsible for organizations record keeping and appropriate backing up of records.- Attend, plan and facilitate all aspects of Quarterly, Special, and Annual Board of Director meetings, including but not limited to, compliance with the Ralph M. Brown Act. Ensure that meeting minutes are taken, approved by the Board, and posted to the website in a timely fashion.- Responsible for MountaineerTransit.org website content and creation and execution of annual marketing plan. Collaboration with and leverage Palisades Tahoe marketing team and opportunities and Truckee/North Tahoe Transportation Management Associations marketing opportunities.- Responsible for Placer County contract renewal and management including creation and submission of Annual Report, and Placer Countys management of Assessment Payer database. - Liaison with the Placer County Revenue Service Department on Management District Plan assessment collections, including their collection of delinquent assessments. Responsible for quarterly delinquencies reports to the Board.- Responsible for financial tasks and procedures as specified in finance standard operating procedures, in addition to maintenance of the Finance SOP document. Main point of contact for Financial Analyst. Assist Finance Committee with creation of and adherence to annual budget.- Ensure required corporate tax and informational filings and service mark renewal are performed as required by the Internal Revenue Service, the California Franchise Tax Board, and the California Secretary of State.- Update of Cash flow / Revenue Expense Summary spreadsheet and assist Finance Committee and Financial Analyst as needed and specified in Finance SOP document.- Negotiate agreements with Palisades Downtowner LLC, consulting with legal and Contract Committee. Operational point of contact and performance metrics for Mountaineer services.- Negotiate agreements with Palisades Downtowner LLC and partners including but not limited to Olympic Village Inn, Palisades Tahoe, Everline Resort & Spa, Winter Wonder Grass, consulting with legal and Contract Committee. Operational point of contact, liaison and performance metrics for partner services.- Assist Truckee/North Tahoe Transportation Management Association as needed with North Tahoe Workforce Vanpool Program and regional commuter survey funded through regional TBID and TOT dollars.- Ensure that passenger database is kept up-to-date and periodic passenger surveys are conducted by Palisades Tahoe Downtowner.- Review and summarize annual passenger survey results and upon consultation with Downtowner, present opportunities for future service expansions and improvements to committees and Board of Directors. Hold Downtowner accountable to service level deliverables and improvements that they are in control of.- Participate in Placer County led development and execution of plan for future integration of Mountaineer and the regional transportation system.- Develop and execute fundraising strategies and tasks for organizations financial sustainability and to expand transit services based on passenger and stakeholder needs, as directed by the Board.- Attend and represent MTC at local and regional transit and community meetings and forums, If time permits and when appropriate, to gather transit initiative information, identify potential opportunities, and act as SATCo
