Governance Explanations

Form 990, Part VI, Section A, line 1

The Board occasionally delegates authority to an Executive Committee to approve contracts on its behalf. The Board designates the Chair of the Executive Committee.

Form 990, Part VI, Section B, line 11B

Form 990 is reviewed and approved by the Finance Committee and then provided electronically to the Board of Directors prior to filing with the IRS.

Form 990, Part VI, Section B, line 12C

Board members are required to complete a questionnaire annually which discloses any potential conflicts of interest. The question of whether a financial interest gives rise to a conflict of interest shall, at the Chairman of the Board of Trustees' discretion, be referred to either the full Board or the Finance Committee. After disclosure of the financial interest and all material facts relating thereto, and after any discussion thereof, including the interested person's presentation to the Board or Finance Committee, the interested person must leave the Board meeting or Finance Committee meeting while the financial interest is discussed and voted upon. The remaining disinterested Board Trustees or Finance Committee members shall decide whether a conflict of interest exists. An interested person may not be present in any meeting during any discussion of, and vote on, the financial interest transaction or arrangement that results in the potential or actual conflict of interest.

Form 990, Part VI, Section B, line 15A

The Board of Directors evaluates the pay and performance of the Executive Director through comparability data and benchmarking against peer organizations.

IRS990/Desc0See Schedule O. Breakthrough Houston's 2021 Summer Program was a hybrid program due to Covid-19. The program was conducted with students for the normal 6-week period and for Teaching Fellows for 8 and a half weeks. Students attended both in person and virtual classes throughout the week. 7th-9th grade students from HISD schools all over Houston were served and there were over 350 students. Classes were offered in Math, Science, Literature, Writing and Electives. Every student chose one elective and one activity to do when not in academic classes. Computers and hot spots were distributed to students who needed them to make sure they could attend the virtual classes and complete their work. Student Profile for Summer 2021: 98% students of color; 88% received free or reduced-price lunch; 80% were first generation students; 50% do not speak English in the home as their primary language; 40% live in single parent households.Teaching Fellow Profile for Summer 2021: 79% were teachers of color; 75% were non-education majors; 52% were first generation college students; 53% had demonstrated financial need. Breakthrough Houston deployed 105 teaching fellows during Summer 2021 through a $266,000 Americorps funding award. This funding directly supported organizational programming that served both elements of BTH's dual mission: paying trained teacher interns to instruct middle school students. As this award was classified as an in-kind contribution of services, it is not included as a donation or an expense on this Form 990.

IRS990/ProgSrvcAccomActy2Grp/Desc0Breakthrough Houston's (BTH's) School Year Program continues the academic/social progress that the 7th and 8th grade students begin in the summer. Starting in September 2021, in-person classes are being held at 3 campuses - St. John's School, Etoile Academy and Hogg Middle School. A newly adapted PBL curriculum has been instituted with skills in STEM and ELA related to TEKS. All 8th grade students received high school counseling with a BTH staff member. High school admittances are being recorded as they come in during the Spring, but the hope is that 100% of the 8th grade students will be admitted to college-preparatory high schools.

IRS990/ProgSrvcAccomActy3Grp/Desc0BTH's College Bound Program continues support for 9-12th graders. This year-round program provides resources, training, and support for BTH high school students to ensure they are prepared for admittance into competitive colleges and universities. Established in 2008, this program offers PSAT/ACT/SAT preparation, mentoring, and leadership development. The program also assists students with career and college counseling, support with resume-building activities and financial aid applications. 100% of the class of 2021 was accepted into college and the current senior class set to graduate in May 2022 is receiving counseling. For the third consecutive summer, PSAT prep classes were offered for rising 10th and 11th graders and were given virtually, in addition to a College 101 course.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Established in 2019, BTH's College Completion Program now supports its students through college graduation. The program began as a result of the research showing that underserved students who enter college in their freshman year often drop out due to financial problems or lack of support from the school during those beginning years of college. Breakthrough knows its students since entering the program in 7th grade and thus the students are comfortable with video chats, surveys, emails and gatherings hosted by the College Completion Director.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1BTH also provides intensive teacher training and classroom experiences to college and high school Teaching Fellows and Teaching Assistants through the unique Breakthrough Instructional Training program. In Summer 2021, the Teaching Fellows and Teaching Assistants were trained in person for two weeks before students joined for the hybrid virtual/in-person program. BTH is an affiliate of the national Breakthrough Collaborative that serves a network of 25 affiliates by providing program standards and resources, including curricula, evaluation tools, and Teaching Fellow recruitment.
