Mission and Program Overview

Mission

Oak city cares is a public-private partnership that exists to support the self-determination of our neighbors experiencing homelessness through trusting relationships and connections to coordinated services that increase their ability to be safely and stably housed.

Oak city cares, an independent 501(c)(3) organization, is the operator and coordinator of the oak city cares multi-services hub that brings together an array of wake county non-profits ensuring that people experiencing homelessness get onsite help and serving as a bridge to the ongoing resources they need. Oak city cares, inc. Does this by connecting those at risk to coordinated services that create a path to stable housing and renewed hope. Oak city cares experienced a tripling of the demand for our services in two years going from serving 1,500 unduplicated individuals in the 21-22 fiscal year to more than 6,000 in 23-24 fiscal year. In the 24-25 fiscal year we continued to serve more than 6,000 individuals in need. One of the primary barriers to securing safe and stable housing is the lack of predictable income. The draft 990 is reviewed by the executive director prior the audit firm presenting it to the board. Board members are given an opportunity to ask questions or request corrections, if needed, prior to filing the 990.

Form 990, Page 6, Part VI, Line 12C

The organization's conflict of interest policy is reviewed the board annually and, is included in board training. All staff and board members sign a conflict of interest statement annually, and are required to disclose any new conflicts arising during their tenure.

Form 990, Page 6, Part VI, Line 15A

The board conducts an annual performance review of the executive director which is used to determine any increases in compensation. A review of market rate compensation for executive directors in our area is also conducted by the board. All employees received a performance evaluation by their immediate supervisor, all of which are reviewed by the executive director prior to being finalized. Additionaly, the strategic plan includes a goal to improve the salaries of staff members to be among the top 25% as compared to similar organizations. In 2023, the executive and finance committees jointly conducted a review of all salaries and made adjustments accordingly.

The board conducted a salary study for all employees of the organization for all positions. This study was used to make recomendations for adjustment of salaries to ensure that we were in compliance with our strategic plan which states that "our employees will be among the top 25% in compensation. As a result of the study, several salaries were adjusted to be in alignment with thsi strategic plan goal. Employees received a letter from the executive director explaining their salary was being adjusted as a result of the study and outlined the adjustment amount that would be made to their pay.

Accordingly, the organization's policy is to record a liability for any tax position taken that is beneficial to the organization, including any related interest and penalties, when it is more likely than not the position of management with respect to a transaction or class of transactions will be overturned by a taxing authority upon examination. Management does not believe any significant income tax uncertainties exist as of june 30, 2025 and 2024.
