All members of wccc/region iii board of directors are members of the finance committee which oversees selection of the independent accounting firm, as well as the annual audit. An audit review meeting occurs each year after after completion of the audit. This meeting is attended by wccc board of directors, along with representatives of the accounting firm. At that time, board members are presented a copy of the audit report. As all financial facts stated on the form 990 are taken directly from the audit report, it is not necessary to provide a copy of the form 990 to the board members also. The form 990 is available for inspection by any member of the board upon request, as it is to any member of the public as well.

Wccc/region iii has in place procurement policies and procedures that specifically "avoid consideration of vendors/suppliers that would pose a conflict of interest." as we are a small entity operating in a small community, monitoring and enforcing compliance is done with ease. In specific instances where a possible conflict of interest cannot be avoided, the matter is sent to the board of directors, pending approval or denial by the majority vote.

Form 990, Page 6, Part VI, Line 15A

A process is in place for creating an annual budget that includes consideration by a budget committee, consisting of the executive director, the business manager, department heads, and the board of directors. Wages and salaries are a substantial portion of the budget. After careful review by budget committee, the board of directors vote on approval of the budget. Approval by majority vote must occur before the budget can be put in place annually.

Wccc/region iii maintains compliancee with all state requirements to provide the financial report as requested. Monthly board meeting minutes are publicly posted in the center following each meeting. All documents, policies, and financial statements are made available to the public upon request.
