The draft will initially be reviewed by the executive director and external accountant. Once the accuracy of the completed form has been confirmed, the executive director will share it with the board chair for review, at which time it will also be made available to the entire board of directors. Subsequent to board review, the return will be filed with the internal revenue service.

Conflict of interest disclosures are completed annually by each board member. The statements are reviewed and monitored by the board chair and executive director and are kept on file by school leaders' staff. Any board member who has an actual, potential, or appearance of conflict will recuse themselves from any decisions regarding the conflict. Family and business relationships are mentioned in the conflict of interest policy.

Philadelphia academy of school leaders executive compensation is determined by a compensation committee, in consultation with an independent compensation consultant and informed by a review of publicly available data from the form 990 of other organizations. Compensation decisions are subject to approval by the board. These methods are used to ensure that compensation is in line with the fair market range for similar positions in the industry. Although discussions on salary are not shared with the executive director, final decisions are documented in board minutes for executive sessions.

The organization qualifies as a tax-exempt organization under section 501(c)(3) of the internal revenue code. Accordingly, the organization is exempt from income tax. The organization accounts for uncertainty in income taxes recognized in the financial statements using a recognition threshold of more likely than not as to whether the uncertainty will be sustained upon examination by the appropriate taxing authority. Measurement of the tax uncertainty occurs if the recognition threshold has been met. Management determined there were no tax uncertainties that met the recognition threshold.
