All information is compiled by the Assistant Controller. Draft information is reviewed by the Controller, then sent to tax preparer. Once draft 990 is complete, Controller, CFO, and CEO perform final review. The final submitted 990 Form is available to the finance committee and full board upon request.

All contracts receive legal and finance review to monitor for conflict of interest.

Form 990, Part VI, Section B, Line 15B

Citc's (parent) board of directors has established a compensation committee that is a sub-set of the board that approves the exact salary amount of the president and ceo and also approves the broad-band salary structures that determine the salary and wages for the rest of the organization. Citc employs third-party compensation consultants to provide substantiated comparability data. The compensation committee approves, on an annual basis, the salary and incentive pay for the president and ceo. Both the deliberation and documentation of this decision are documented in the minutes of the compensation committee. Citc's compensation committee also reviews market data (again provided by an independent entity) that serves as the basis for the salary ranges for citc's executive team. An independent compensation consultant provides citc with market data from organizations that are similar in scope and size to citc. From the data, the compensation committee approves salary ranges that set the minimum and maximum salary amounts for a given level of responsibility. The deliberation process is documented in both documents submitted to the committee for their review and also in the committee meeting minutes that are taken at each meeting.

Form 990, Part III, Line 3

On September 27, 2024 CSELCs Board of Directors voted unanimously to dissolve the organization. The Board of Directors determined dissolution was in the best interest of CSELC to maximize funding available for direct services to participants and increase operational efficiencies. All operations at CSELC ceased on September 30, 2024. The early learning center will continue to operate as a department within CITC. Subsequently, all property, such as furniture, supplies, electronics, and systems, and all intellectual property, such as trademarks and copy rights were transferred to CITC.

CSELC is exempt from federal income tax as an organization described in Section 501(c)(3) of the Internal Revenue Code whereby only unrelated business income, as defined by Section 512(a)(1) of the Code, is subject to Federal income tax.CSELC applies the provisions of Topic 740 of the FASB Accounting Standards Codification relating to accounting for uncertainty in income taxes. CSELC annually reviews its tax return and positions taken in accordance with the recognition standards. CSELC believes that it has no uncertain tax positions which would require disclosure or adjustment in these financial statements.
