“The standing committees of the board of directors shall include, but shall not be limited to, an audit committee and a nominating committee. The board of directors, by a vote of a majority of the directors then in office, may establish one or more other standing committees. Each standing committee shall be comprised of one or more directors. The board of directors may also appoint one or more special committees for such special tasks as circumstances warrant comprised of one or more directors. Such special committees shall limit their activities to the accomplishment of the task for which they are created and appointed and shall have no power to act except such as is specifically conferred by action of the board of directors. The board of directors may delegate to a standing or special committee any of the powers of the board of directors, except the power to (1) authorize distributions; (2) approve the dissolution, merger or reorganization of the alliance; (3) approve or propose to members any action that the nonprofit code, the articles of incorporation or these bylaws require be approved by the members; (4) fill vacancies on the board of directors or any of its committees (except a committee may appoint one or more directors as alternate members of any committee to replace any absent or disqualified member during the member's absence or disqualification); or (5) adopt, amend or repeal these bylaws.”
“Members can join the alliance at any time during the year, and are vetted by a membership review committee for their willingness to adhere to the principles and work in a collaborative way. The major goals of the alliance are to accelerate the deployment of electric vehicle infrastructure, promote a strong utility role, and promote open standards and interoperability for the benefit of consumers. The alliance had about 55 members at end of the year. They are broken down in four categories and the membership dues level varies accordingly: gold, silver, bronze and evse. After joining the alliance, members are urged to become active in the two major committees, and participate in state activities in a collaborative way to advance such principles. Dues are assessed and paid annually.”

ALSO, SEVERAL TASK FORCES CONTINUED TO BE ACTIVE WITH SHARING OF COMMON PRACTICES FROM THE GROUND UP IN THE STATES AS UTILITIES, VENDORS, AND STAKEHOLDERS WORKED TO BUILD OUT PUBLIC EV CHARGING.CONTINUED ON SCHEDULE OIN TERMS OF EV ISSUES OF HIGH PRIORITY, WE CAN MENTION THREE AREAS WHERE GOOD PROGRESS WAS MADE IN 2024. FIRST, WE CONTINUE TO ADVANCE THE CONCEPTS OF PROACTIVE PLANNING AND INVESTMENTS FOR TRANSPORTATION ELECTRIFICATION INFRASTRUCTURE, MAKING GOOD STRIDES IN DOCKETS IN NEW YORK, CALIFORNIA, MINNESOTA, COLORADO, AND ELSEWHERE. SECOND, WE CONTINUE TO BE ADVANCING NEW IDEAS IN RATE DESIGN FOR CUSTOMERS, IN THIS CASE THE EV CHARGING STATIONS, SUCH AS DEMAND CHARGE MITIGATION METHODS AND TIME-OF-USE RATES FOR OFF-PEAK CHARGING. UTILITIES IN MULTIPLE STATES, WHO ARE MEMBERS OF ATE, HAVE DESIGNED THESE RATES AND RECEIVED COMMISSION APPROVAL, WITH OUR SUPPORT. FINALLY, WE CONTINUED TO HAVE SUCCESS IN ADVANCING VGI (VEHICLE-TO-GRID-INTEGRATION) IDEAS THROUGH WHITE PAPERS AND WORKSHOPS, INCLUDING DIFFERENT TYPES OF MANAGED CHARGING.WE ALSO HAD SUCCESS IN ADVANCING THE CONCEPTS OF OPEN STANDARDS AND INTEROPERABILITY WITH COMMISSIONS AND OTHER STAKEHOLDERS, ALTHOUGH THE EV CHARGING INDUSTRY CONTINUES TO BE NASCENT. ATE SEEKS TO COLLABORATE WITH OTHER LIKE-MINDED ORGANIZATIONS, LIKE EPRI, CHARIN, AND OCA (OPEN CHARGE ALLIANCE), AS WE SEEK TO EDUCATE STATE REGULATORS AND AGENCIES ON THESE IMPORTANT CONCEPTS.FINALLY, WE CONTINUE TO BE REGARDED AS A NATIONAL THOUGHT LEADER ON THE ISSUES OF EV ADOPTION AND CHARGING INFRASTRUCTURE.
