RESEARCH1. Researched VoteCal, Californias statewide voter registration database. Documented noncompliance with federal law maintenance requirements. Compared VoteCal with the Election Assistance Commission Reports and ELECTION INTEGRITY PROJECT CALIFORNIA, INC. (EIPCa) Observer Incident Reports to determine cause of statewide reports of missing vote-by-mail ballots.2. Analyzed Incident Reports by 1,500 trained EIPCa Election Observations Volunteers and Citizen Witness Statements turned in by hundreds of citizens statewide. Reports of tens of thousands of missing vote-by-mail ballots, as well as reports detailing noncompliance with state and federal law, poorly managed elections procedures, and manipulation of the election process resulted in EIPCas launching an audit of election management and ballot processing policies and procedures.3. Performed Inquiry and Analysis of County Election Management and Ballot Processing policies and procedures of eight counties. Documented noncompliance with state and federal law. Documented procedures that do not protect integrity in the process resulting in documentation of corruption and easy manipulation of the outcome of elections.4. EIPCa Director of Legislative Oversight analyzed over 50 election laws submitted in 2019, all removing or minimizing integrity in the election process. All of them passed and will be implemented in 2020.5. EIPCa provided findings reports to CA Secretary of State, County Registrars, Federal Election Law Attorneys, CA Election Law Attorneys, the Dept. of Homeland Security, the US Dept. of Justice and an Executive Summary to a Congressional Committee hearing issues of HR1.$55,878-
EDUCATIONEIPCa delivered several hundred presentations to various groups throughout the state concerning state laws passed in 2017 and 2018 that made it possible to manipulate election outcomes in 2018, as well as laws on the 2019 legislative docket that would negatively impact the integrity of the 2020 elections. EIPCa informed citizens that CA law allows citizen observation of the election process.Reported on the outcome of the EIPCa lawsuit (filed in 2017 and settled Jan. 2019) against CA SOS Alex Padilla and LA County ROV Dean Logan for noncompliance of federal law requiring action to ensure accurate voter rolls.* Recruited an additional 1,700 new volunteers to observe the 2020 Primary.* Expanded the EIPCa programs into three other states by forming LLCs so that the EIPCa programs can be implemented in their states.* Maintained a website and social media pages; sent out group emails, and sent press releases, which provided information and news about election laws, election integrity, and how citizens can be involved.* Networked with national level organizations at conferences and electronic meetings.$48,293-
ADVOCACY* Provided multiple EIPCa Position Papers to CA Legislative Committees supporting or opposing a bill.* Sent Legislative Alerts to volunteers and CA citizens to provide information about the bills being considered in legislative committees and how to provide their input on each bill.* Provided EIPCa educational articles to state and national audiences regarding1) CA legislation that weakens integrity in the election process; 2) findings report regarding EIPCa documentation of how bloated voter rolls can be misused; and 3) EIPCa documentation of the importance of citizen oversight of the election process and documentation of wrong doing.* Filed legal action in Ventura and Fresno counties to clarify CA Election Law in order to continue the Inquiry and Analysis and to address policies and procedures being implemented that attempt to supersede CA Election Law.* Provided EIPCa Executive Summary to Congressional Committee regarding HR1, a bill that would make Californias weak election laws legal in ALL 50 states.* EIPCa retained Judicial Watch in 2017 in order to file legal action against CA Secretary of State Alex Padilla and Los Angeles County Registrar Dean Logan for noncompliance with the National Voter Registration Act (NVRA) voter list maintenance requirements to maintain accurate voter rolls.
