Governance Explanations

Form 990, Part VI, Section B, Line 11B

Process for reviewing the 990 prior to filing - the 990 is reviewed internally by key staff/leadership and then reviewed and approved for filing by the audit committee. The 990 is made available to the board prior to being filed.

Form 990, Part VI, Section B, Line 12C

It is the responsibility of all directors and employees of the organization to familiarize themselves with the conflict of interest policy and to comply and to ensure compliance with it. In addition to the disclosures required by this policy, each director and employee complete a statement annually indicating that they have read, understand and are in compliance with this policy. For both directors and employees, there is a process where the annual statement of compliance may be effected and transmitted via email or other electronic means. The chair of the board of directors will report to the board and the chair of the audit committee will report to the audit committee of the board at least once annually concerning any disclosures of potential conflicts of interest made to them, and any other conflicts-of-interests, which have occurred. Directors who knowingly or unknowingly violate this policy are subject to censure or removal, at the discretion of the board of directors. Employees who knowingly or unknowingly violate this policy will be subject to disciplinary action.

Form 990, Part VI, Section B, Line 15

Executive compensation is determined by the board of directors. At the request of the board of directors, salary information was gathered by examining the form 990's of organizations of similar size in similar fields in new york city and also by reviewing the annual salary survey of an independent not for profit organization. In addition, one of the directors who is an advisor to a number of non-profit organizations was consulted. The board considered the organizations results over the year and determined the appropriate salary of its executives based on the foregoing.

Form 990, Part VI, Section C, Line 19

The organization makes available the following disclosure documents for the current and prior year on its website: 1. Annual report 2. Financial statements 3. Form 990 informational tax returns

FORM 990, PART XI, LINE 9:

Accumulated net asset balance transfer from urban justice center 5,079,076.

Part XI Line 9

The iraqi refugee assistance project (renamed, as of 2015, as the "international refugee assistance project, and referred to herein as "irap") was founded in 2008 as an extracurricular organization at yale university by a group of law students. In 2010 irap joined the urban justice center (the "ujc"), a public interest organization that is home to multiple new-york-based legal services and systemic advocacy projects. Irap has grown significantly throughout its sponsorship by the ujc, and the ujc and irap have determined that its mission would be better served if irap were a separate not-for-profit organization. Irap was incorporated as a new york not-for-profit corporation on june 7, 2017 and received it's determination letter dated august 13, 2018, with an effective date of june 7, 2017, the date of incorporation. In the fiscal year ended july 31, 2019. The remainder of the accumlated net asset balance of $5,079,076 was transferred.

IRS990/Desc0LEGAL SERVICES IN 2019, IRAP PROVIDED LEGAL ASSISTANCE TO 4,439 INDIVIDUALS FROM 35 COUNTRIES. OUR LEGAL ASSISTANCE MODEL LEVERAGES A GROWING VOLUNTEER NETWORK OF OVER 2,000 LAW STUDENTS AND PRO BONO ATTORNEYS TO PROVIDE CRITICAL LEGAL AID TO AT-RISK REFUGEES AND DISPLACED PEOPLE SEEKING SAFETY.IRAP'S MIDDLE EAST FIELD TEAMS IN LEBANON AND JORDAN CONTINUE TO CONDUCT TARGETED OUTREACH TO NGOS, AND OTHER COMMUNITY AGENCIES ON THE GROUND TO IDENTIFY AND REFER AT-RISK REFUGEES AND OTHER DISPLACED PEOPLE IN NEED OF LEGAL AID TO IRAP. WE CONDUCTED OUTREACH THAT FOCUSED ON LOCAL NGOS WHO ARE NOT IN DIRECT CONTACT WITH UNHCR AND ARE LESS FAMILIAR WITH REFUGEE STATUS DETERMINATION AND RESETTLEMENT, PROVIDING THEM WITH TRAINING TO IDENTIFY HIGHLY VULNERABLE INDIVIDUALS IN NEED OF LEGAL ASSISTANCE. WE HAVE ESTABLISHED REFERRAL RELATIONSHIPS WITH OVER 55 ORGANIZATIONS. IN ADDITION, OUR FIELD TEAM HAS PARTNERED WITH HUMANITARIAN CORRIDORS TO CONDUCT SEVERAL KNOW YOUR RIGHTS TRAINING SESSIONS FOR DEPARTING GROUPS OF MIGRANTS TRAVELING TO ITALY THROUGH HUMANITARIAN CORRIDORS, SO THAT THEY ARE INFORMED ABOUT WHAT TO EXPECT UPON ARRIVAL AND ARE EMPOWERED TO ADVOCATE FOR THEMSELVES BY RECEIVING CLEAR INFORMATION ABOUT THEIR RIGHTS.TO BROADEN OUR OUTREACH BEYOND CONVENTIONAL METHODS, IRAP LAUNCHED A CHATBOT THAT ENABLES US TO HELP INDIVIDUALS NAVIGATE REFUGEE RESETTLEMENT AND VISA OPTIONS. THE CHATBOT IS ABLE TO IDENTIFY WHICH PROGRAMS A USER IS ELIGIBLE FOR, THEN CAN IMMEDIATELY DELIVER RELEVANT LEGAL INFORMATION OR FORWARD A REQUEST TO IRAP WHEN THERE IS POTENTIAL FOR US TO ASSIST WITH A CASE. THIS TOOL HAS HELPED US TO RESPOND IN A MORE TIMELY AND EFFECTIVE MANNER TO THE HIGH VOLUME OF INQUIRIES WE RECEIVE AND TO IDENTIFY THE MOST VULNERABLE CASES IN NEED OF ASSISTANCE, AND HAS ALREADY HELPED OUR INTAKE AND LEGAL INFORMATION TEAM TO PRE-SCREEN MORE THAN 5,000 REQUESTS FROM IRAQI AND SYRIAN REFUGEES TO ASSESS THEIR ELIGIBILITY FOR RESETTLEMENT AND IRAP'S LEGAL SERVICES. COMPLEMENTING THE CHATBOT, WE ALSO LAUNCHED A NEW WEBSITE WITH LEGAL INFORMATION AVAILABLE IN SIX LANGUAGES THAT HAS ALREADY BEEN UTILIZED BY 11,000 PEOPLE. WITH 24/7 GLOBAL AVAILABILITY, THE CHATBOT AND WEBSITE ARE VERY EFFECTIVE TOOLS FOR IRAP TO EFFICIENTLY DISSEMINATE LEGAL INFORMATION AND IDENTIFY POTENTIAL CASES THAT COULD BE HELPED BY OUR LEGAL ASSISTANCE TEAM. COMPLEMENTARY PATHWAYSIRAP STAFF CONTINUED IDENTIFYING COMPLEMENTARY PATHWAYSLEGAL MEANS THROUGH WHICH FORCED MIGRANTS CAN ACCESS SAFE COUNTRIES OUTSIDE OF TRADITIONAL REFUGEE RESETTLEMENT. TO ADVANCE THIS WORK, IRAP UTILIZED PATHWAYS SUCH AS HUMANITARIAN VISA PROGRAMS TO ENABLE THE TRAVEL OF EXCEPTIONALLY VULNERABLE PERSONS TO EUROPE AND THE U.S. IRAP CONTINUED TO PARTNER WITH THE HUMANITARIAN CORRIDORS PROGRAM BY SCREENING AND REFERRING HIGHLY VULNERABLE CASES FOR RELOCATION TO ITALY, AND WORKING WITH THE FACILITATORS OF THE PROGRAM TO ENSURE ITS SUCCESS. IN ADDITION, WE HAVE BEEN ABLE TO ACCESS THE FRENCH ASYLUM VISA PROGRAM TO ASSIST HIGHLY VULNERABLE INDIVIDUALS IN THE MIDDLE EAST. IRAP ALSO WORKED TO DEVELOP RELATIONSHIPS WITH EMBASSIES TO ALLOW US TO SCREEN CLIENTS FOR ELIGIBILITY TO THIS PROGRAM, ENABLING US TO SUCCESSFULLY REFER SYRIAN, PALESTINIAN, AND IRAQI FAMILIES IN LEBANON, TURKEY, AND IRAQ FOR FRENCH ASYLUM VISAS.IN GREECE, WE LAUNCHED A PILOT PROGRAM IN PARTNERSHIP WITH EQUAL RIGHTS BEYOND BORDERS TO PROVIDE LEGAL REPRESENTATION IN FAMILY REUNIFICATION PROCEDURES FOR REFUGEES SEEKING TO REUNITE WITH RELATIVES IN EUROPE. WITH LOCATIONS IN ATHENS AND CHIOS, THE PROJECT IS CURRENTLY REPRESENTING OVER 300 CASES. IN ADDITION, OUR TEAM HAS ALREADY FILED OVER 40 LAWSUITS TO CHALLENGE UNLAWFUL REJECTIONS OF FAMILY REUNIFICATION CLAIMS IN GERMANY AND HAS WON 17. AS WE BROADEN THE SCOPE AND REACH OF OUR FAMILY REUNIFICATION WORK, WE ALSO LAUNCHED A PILOT PROJECT IN JULY 2019 IN PARTNERSHIP WITH THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES (UNHCR) TO PROVIDE LEGAL AID TO APPROXIMATELY 80 AT-RISK CHILDRE

IRS990/ProgSrvcAccomActy2Grp/Desc0LITIGATIONIN FY19, WE CONTINUED TO MAKE PROGRESS IN OUR IMPACT LITIGATION STRATEGY TO BRING CASES AGAINST THE GOVERNMENT OF THE UNITED STATES THAT FIGHT ACTIONS LIMITING PATHWAYS TO SAFETY FOR DISPLACED INDIVIDUALS. WE MADE PROGRESS IN OUR LAWSUIT AFGHAN AND IRAQI ALLIES V. POMPEO CHALLENGING THE SLOWDOWN IN THE PROCESSING OF SPECIAL IMMIGRANT VISA (SIV) APPLICATIONS FOR U.S.-AFFILIATED AFGHANS AND IRAQIS WHO FACE PERSECUTION DUE TO THEIR WORK ASSISTING THE U.S. GOVERNMENT. A COURT WIN CAME IN OUR CASE S.A. V. TRUMP WHICH CHALLENGES THE TRUMP ADMINISTRATION'S TERMINATION OF THE PAROLE PROGRAM THAT OFFERS CHILDREN LIVING IN DANGER IN HONDURAS, GUATEMALA, AND EL SALVADOR A SAFE PATHWAY TO REUNITE WITH RELATIVES IN THE UNITED STATES. WE REACHED A HISTORIC SETTLEMENT IN APRIL 2019 REQUIRING THE GOVERNMENT TO RESUME PROCESSING THE APPLICATIONS FOR ALL 2,700 CHILDREN WHO HAD ALREADY SUBMITTED APPLICATIONS WHEN THE PROGRAM WAS SHUT DOWN. WE ANTICIPATE THAT THE VAST MAJORITY OF THESE APPLICATIONS WILL BE SUBSEQUENTLY APPROVED AS A RESULT OF THIS SETTLEMENT AND IRAP IS NOW WORKING ON LOCATING THE FAMILIES WHO COULD BENEFIT FROM THE CASE WIN. ON JUNE 24, 2019, IRAP AND THE REFUGEE AND IMMIGRANT CENTER FOR EDUCATION AND LEGAL SERVICES FILED A LAWSUIT, KIAKOMBUA V. MCALEENAN, CHALLENGING THE HARMFUL APRIL 2019 CHANGES TO THE CREDIBLE FEAR INTERVIEW LESSON PLAN, THE DOCUMENT SETTING FORTH THE U.S. GOVERNMENT'S POLICY FOR CONDUCTING A SCREENING INTERVIEW TO DETERMINE WHETHER AN ASYLUM SEEKER SHOULD HAVE AN OPPORTUNITY TO PROVE THEIR ASYLUM CLAIM IN IMMIGRATION COURT. AS A RESULT OF THESE CHANGES, ASYLUM SEEKERS ARE AT RISK OF BEING WRONGLY DEPORTED TO COUNTRIES WHERE THEY FACE PERSECUTION AND EVEN DEATH. WE HOPE THIS LITIGATION WILL PROVIDE RELIEF FOR THOUSANDS OF ASYLUM SEEKERS AWAITING PROCESSING, INCLUDING THOSE AT THE SOUTHERN BORDER.
IRS990/ProgSrvcAccomActy2Grp/ExpenseAmt01064409
IRS990/ProgSrvcAccomActy3Grp/Desc0POLICYWE CONTINUED OUR WORK TO PROTECT AND EXPAND THE AVAILABILITY OF THE PROGRAMS THAT EXIST TO PROVIDE PATHWAYS TO SAFETY FOR AFGHAN AND IRAQI ALLIES WHO ASSISTED THE U.S. GOVERNMENT AND TROOPS OVERSEAS AND WHO NOW FACE THREATS OF VIOLENCE IN THEIR HOME COUNTRIES AS A RESULT OF THAT WORK. WE HELPED LEAD THE PASSAGE OF CONGRESSIONAL LEGISLATION THAT CREATED AN ADDITIONAL 20,000 SPECIAL IMMIGRANT VISAS FOR AFGHANS AND THEIR FAMILIES WHOSE LIVES ARE AT RISK BECAUSE OF THEIR SERVICE TO THE U.S. MILITARY. WE ARE ALSO ADVOCATING TO ENSURE PROTECTIONS FOR AFGHAN ALLIES UNDER ANY UNITED STATES WITHDRAWAL FRAMEWORK IN AFGHANISTAN.IN ADDITION, IN LIGHT OF THE PLANNED U.S. WITHDRAWAL FROM SYRIA, IRAP IS CURRENTLY ADVOCATING FOR REFUGEE PROTECTIONS AND SPECIAL IMMIGRANT VISAS TO SYRIAN KURDISH REFUGEES, PARTICULARLY GIVEN DEEP CONCERNS THAT THE U.S. WITHDRAWAL MAY LEAVE THOUSANDS OF KURDS IN SYRIA HIGHLY VULNERABLE TO VIOLENCE AND PERSECUTION.
IRS990/ProgSrvcAccomActy3Grp/ExpenseAmt0402831
IRS990/ProgSrvcAccomActyOtherGrp/Desc0COMMUNICATIONSIRAP HAS LED THE CONVERSATION ABOUT REFUGEE RIGHTS BY HIGHLIGHTING INDIVIDUAL CLIENT STORIES IN TRADITIONAL MEDIA OUTLETS AND IN THE DIGITAL SPHERE. WE INVOLVE OUR CURRENT AND FORMER CLIENTS IN OUR MEDIA AND ADVOCACY WORK TO ENSURE THEIR VOICES ARE HEARD. IN ADDITION TO MEDIA PLACEMENTS, WE HAVE PRODUCED VIDEO AND BLOG CONTENT AND REPORTS ABOUT OUR WORK AND ISSUES, ALL OF WHICH PROMINENTLY FEATURE CLIENT NARRATIVES. WE HAVE ALSO INCREASED OUR VISUAL CONTENT ON OUR WEBSITE AND ON SOCIAL MEDIA, TO MAKE THE REFUGEE EXPERIENCE AND OUR WORK MORE ACCESSIBLE. WE UTILIZE SOCIAL MEDIA OUTLETS, INCLUDING FACEBOOK, TWITTER, AND INSTAGRAM, OUR WEBSITE, AND MASS EMAIL CAMPAIGNS TO COMMUNICATE TO SUPPORTERS. IN FY19, IRAP HAS SEEN SIGNIFICANT MEDIA COVERAGE REGARDING OUR WORK TO PROTECT HUMAN RIGHTS AND PATHWAYS TO SAFETY FOR REFUGEES AND OTHER MIGRANTS. THIS INCLUDES: -THE NEW YORK TIMES OP-ED ON THE IMPORTANCE OF TRAVEL BAN WAIVERS WRITTEN BY IRAP BOARD MEMBER SAMANTHA POWER AND IRAP POLICY DIRECTOR BETSY FISHER. - THE L.A. TIMES ARTICLE ON THE IRANIAN ASYLUM SEEKERS WHO HAVE ARRIVED IN CALIFORNIA FOLLOWING OUR DOE V. NIELSEN LAWSUIT WIN -THE NEW YORK TIMES ARTICLE ON IRAP'S COURT VICTORY IN THE CASE CHALLENGING THE TERMINATION OF THE CAM PROGRAM FOR CENTRAL AMERICAN MINORS WITH RELATIVES IN THE UNITED STATES. -THE WASHINGTON POST ARTICLE ON SPECIAL IMMIGRANT VISA APPLICANTS WHO ARE IN DANGER, FEATURING ONE OF IRAP'S CLIENTS -CNN'S ANNOUNCEMENT OF BECCA HELLER RECEIVING THE MACARTHUR PRIZE -THE NEW YORK TIMES PROFILE AND ANNOUNCEMENT OF BECCA HELLER RECEIVING THE MACARTHUR PRIZE
