Mission

To work with existing non-profit and for-profit developers to preserve the existing stock of affordable housing for the long term, by combining preservation and development of housing and entering into "public/private partnerships" with the social services and educational activities to sustain them and offer a higher quality of life in and for very low- and low-income communities in Southern California.

To develop housing affordable to very low and low income persons, to develop elderly assisted living facilities with home health and social services and engage in educational activities related thereto in Calexico, Imperial County and Southern California.
