The program is designed to help create an environment where 9-1-1 dispatchers can de-escalate situations and gather critical information prior to the arrival of officers and first responders. Utilizing the concepts of the Verbal Judo Institute KTF is developing a high-quality 8-hour course to be delivered both in-person and virtually with a minimum of 72 course offerings over a 24-month period.Accomplishments and StatusDuring calendar year 2025 KTF invested in foundational program development under this cooperative agreement including securing the Verbal Judo Institute curriculum licensing $80,000 and engaging contractor instructors for course preparation. The organization spent the year in the COPS Office curriculum approval process a required step before course delivery may begin.The approval timeline was significantly delayed by the 43-day federal government shutdown from October 1 through November 12 2025 the longest full government shutdown in U.S. history. During those 43 days COPS Office operations were suspended and grant program staff were furloughed halting all curriculum review activity. The residual backlog following the reopening of the government further extended the timeline for approvals.As of December 31 2025 no training courses had been delivered under this award. KTF continues to work toward COPS Office curriculum approval with the goal of commencing course delivery once authorization is received. The program was designed to reach a minimum of 5,500 officers representing 400 to 500 agencies across the country over a two-year period. Approximately 110 training courses were planned for delivery through two pathways: in-person approximately 80 classes and virtually approximately 30 classes. The curriculum addressed tolerance cultural awareness unconscious bias procedural justice de-escalation communication and community engagement. Training was designed to include interactive workshops case studies and scenario-based exercises promoting inclusivity and fairness in daily policing operations. Accomplishments and Status During the 2025 program year KTF continued preparatory and administrative activities under this cooperative agreement including contractor coordination and program infrastructure development. The foundation received $198,038 in grant disbursements during calendar year 2025 which funded contractor and instructor payments program licensing through the Verbal Judo Institute and related training expenses. On January 20 2026 this cooperative agreement was terminated by the incoming federal administration prior to KTFs delivery of the planned training curriculum.
