Mission

The national coalition for access to autism services (ncaas) seeks to assure and enhance current levels of health care insurance coverage of and access to applied behavior analysis (aba) and related autism services as a part of any plan to repeal and replace the "patient protection and affordable care act" (p.l. 111-148, 111-152) or to otherwise modify the implementation of this statute or other applicable statutes, notably medicaid and the state children's health insurance program (schip). The ncaas will also work to ensure that any regulatory changes in healthcare policy undertaken by the current administration do not disadvantage those with autism spectrum disorder (asd) and ideally would work to expand access to care for this population.

NCAAS SUBMITTED COMMENTS ON A FEDERAL RULE PROPOSAL RELATED TO NONDISCRIMINATION IN HEALTH CARE. NCAAS ENGAGED WITH BHCOE ON ITS DEVELOPMENT OF CLINICAL DOCUMENTATION STANDARDS AND SUBMITTED COMMENTS ON THE DRAFT PROPOSAL. NCAAS SUBMITTED LETTERS TO THE NATIONAL CORRECT CODING INITIATIVE TO ADDRESS CONTINUED PROBLEMS WITH THE MEDICARE MEDICALLY UNLIKELY EDITS (MUE) AND THE NEED TO UPDATE THESE THRESHOLDS. NCAAS MET WITH SEVERAL OFFICIALS FROM THE CENTERS FOR MEDICARE AND MEDICAID SERVICES TO DISCUSS VIOLATIONS OF MENTAL HEALTH PARITY OCCURRING IN STATE MEDICAID PROGRAMS AND THE MUE ISSUE. NCAAS SUBMITTED COMMENTS TO CONGRESS IN DECEMBER 2019 ON PROPOSED CURES 2.0 LEGISLATION. IN FEBRUARY 2020, NCAAS HELD A "CAPITOL HILL DAY" WHERE 12 REPRESENTATIVES FROM NCAAS MEMBERS MET WITH OVER 15 CONGRESSIONAL OFFICES TO DISCUSS THE IMPORTANCE OF ACCESS TO AUTISM SERVICES AND BUILD RELATIONSHIPS WITH NEW MEMBERS OF CONGRESS. THOSE MEETINGS ALSO FOCUSED ON EFFORTS TO ADD REPORT LANGUAGE TO THE HOUSE AND SENATE FY 2021 COMMITTEE REPORTS FOR THE LABOR-HHS APPROPRIATIONS BILL EMPHASIZING THE IMPORTANCE OF MENTAL HEALTH PARITY AND CALLING FOR ADDITIONAL GUIDANCE.
