Mission and Program Overview

Mission

We at WSCACL are committed to improving the lives of the African Diaspora by engaging and implementing the full meaning of Economic Empowerment, which we define as the process by which the economic well-being and quality of life of our communities, families, businesses, non-profits, and individuals are improved according to targeted goals and objectives. As a Coalition of Community Leaders, our unity allows the sharing of some of our scarce resources, human and technology, to collaborate for our shared goals of racial and economic justice. During these most unprecedented multiple threats to our African descent communities, the time is NOW more than ever to build a culturally appropriate healthy village full of affordable housing, healthcare facilities, schools, and active civic engagement that address our multi-generational need.

We support african descent community organizations and individual members in washington state by sharing resources, building trust to encourage collaboration and partner with organizations that support uplighting washingtonians.

Governance Explanations

Form 990, Part VI, Section A, Line 6

Class i & class ii members have responsibility to elect new board members.

Form 990, Part VI, Section A, Line 7A

Board of directors that resign, vacate, or are terminated prior to the board term will be replaced by any qualifying active wscacl committee leader nominated by a simple majority vote of the remaining board of directors to serve until the end of the resigning member's term. Each director shall serve until a successor is duly appointed and qualified by the board of directors.

Form 990, Part VI, Section A, Line 7B

The approval of the formation of any affiliated or subsidiary entity, either for-profit or not-for-profit. The liquidation, dissolution, winding-up or abandonment of th corporation. Any other matters either required by law or which the board of directors determins by resolution should be submitted to the members.

Form 990, Part VI, Section B, Line 11B

The board of directors reviews the form 990 prior to filing with the irs.

Form 990, Part VI, Section B, Line 12C

We have a conflict-of-interest policy that is signed by new board members when they join and reviewed once a year. The policy indicates that board members recuse themselves from any votes that would affect themselves or any organizations they have any affiliations. Board members are asked to provide a list and identify all of their affiliated organizations when they sign the conflict of interest policy and are asked to provide any updates when they occur. In our subgrantee review process, we ask all subgrantee reviewers to identify if they are affiliated or know the organization applying for the grant. If they identify that they have a strong affiliation with the organization, they have recused themselves from voting.

Form 990, Part VI, Section B, Line 15A

Martha has primarily been compensated through her role as grant project manager. The board has voted and approved her last compensation request which is currently 58% below the average salary of a non-profit executive director in the market area.

Form 990, Part VI, Section C, Line 19

Governing documents, conflict of interest policy, and financial statements are made available upon request.
