Oregon consumer justice (ocj) organizes, advocates, and supports litigation to advance a justice movement that puts people first, ensuring all have the freedom to thrive and equitably share in our abundance of resources. For too long, flawed systems and economic policies that favor profits over people have stood in the way of this reality, with communities of color most often experiencing the most significant harm. Strengthened through responsive and eciprocal community relationships, ocj is building a future where financial and business transactions can be relied upon as safe and where all oregonians know and have recourse to exercise their consumer rights.

Oregon Consumer Justice is a non-profit organization committed to ensuring that all people in Oregon experience a safe and fair marketplace. We advance the rights of consumers through advocacy, research, education, and engagement. We work to bring consumer justice into balance for all Oregonians.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The executive director and director of finance & administration review the 990 in advance of signing. Additionally the 990 is reviewed by the board finance committee and approved to send to the full board where a vote for formal approval is taken in advance of filing. After approval and filing the public version of the 990 is posted on the organization's website.

Form 990, Part VI, Section B, Line 12C

Each year we ask our board to review, complete, and sign a form regarding any potential conflict of interest. At a board meeting we discuss what a conflict of interest would look like and remind them of their duty to disclose any potential conflicts. The form we collect asks the board members to share all organizational affiliations so that management can also ensure that there are no conflicts.

The board of directors sets the executive director's salary and reviews their compensation and contract annually. The board uses an independent contractor / hr consultant to review comparable compensation rates. Similarly the executive director sets the salaries of all other employees at oregon consumer justice. PART X, LINE 2:

The organization is exempt from federal income taxes under internal revenue code section 501(c)(3). The organization recognizes the tax benefit from uncertain tax positions only if it is more likely than not that the tax positions will be sustained on examination by the tax authorities, based on the technical merits of the position. The tax benefit is measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. The organization recognizes interest and penalties related to income tax matters, if any, in general and administration expense. The organization had no unrecognized tax benefits at june 30, 2025. The organization files an exempt return in the u.s. Federal jurisdiction.

OVER THE PAST YEAR, WE HAVE PARTNERED WITH A MULTI-FACETED CONSUMER JUSTICE LAW FIRM, OREGON CONSUMER JUSTICE LAW, PC, TO PROVIDE LEGAL SERVICES TO OREGON CONSUMERS. BY THE END OF OUR PROGRAM YEAR, OCJ LAW HAD FILED 65 CASES WITH MANY MORE IN THE PIPELINE. SEE SCHEDULE OOCJ LAW HAS ALSO FILED THEIR FIRST IMPACT LITIGATION (E.G. CLASS ACTION) CASE TO AFFECT LARGE-SCALE CHANGE.
