Additional Explanations

Form 990 Part XII Line 2C

The process for oversight of the annual independent audit has not changed from the prior year.

Financial Statement Notes

Part X, Line 2:

The accounting standard on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, the Organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for fiscal year 2024. The Organization files income tax returns in the U.S. federal jurisdiction. The Organization's income tax returns are generally no longer subject to examinations by taxing authorities for years before 2020. The Organization's tax returns are not currently under examination.

IRS990/Desc0Weatherization grants - provide weatherization for homes of low income families in Ada, Elmore, and Owyhee counties. The El-Ada Weatherization Assistance Program provides energy efficiency, health, and safety improvements for eligible households in our impact area. The services we provide ensure households have safe and efficient HVAC systems, fire protection, insulation upgrades, and receive other approved measures. These services are prioritized for seniors, the disabled, and households with young children. The weatherization program is funded through a partnership with federal, state, utility, and local municipalities, including the Department of Energy (DOE), the Department of Health and Human Services, (HHS), the Idaho Department of Health and Welfare (IDHW), Idaho Power Company, and the City of Boise. El-Ada Community Action Partnership provides essential services for vulnerable community members where they live, and El-Ada's weatherization program is often the first to respond to these households when they have no heat, no hot water, face health and safety crises, or find themselves in other emergency, housing-related situations. In 2024, El-Ada's weatherization program served (161) homes, including households with (98) seniors, (106) disabled individuals, and (325) total household members. The people we serve matter, and the El-Ada weatherization program takes action to meet the needs of our most vulnerable citizens and neighbors where and when they need our help.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0The Community Services Block Grant (CSBG) is a vital source of funding that allows El-Ada Community Action Partnership to provide essential services to individuals and families in need. This grant is designed to reduce poverty, revitalize low-income communities, and empower people to become self-sufficient. At El-Ada, CSBG serves as a foundation for our food programs, ensuring that families in Ada, Elmore, and Owyhee counties have access to nutritious meals during times of hardship. Beyond food assistance, CSBG acts as a safety net for our other programs, helping us maintain stability and respond quickly to emerging needs in the community. Whether it's emergency support, housing assistance, or educational resources, CSBG funding enables us to fill gaps and keep critical services available.Food Program Impact Over 6,000 households served annually through El-Ada food pantries in Ada, Elmore, and Owyhee counties. Each household receives a food box with 24 days' worth of groceries, helping families stretch their budgets during tough times. Eligibility up to 200% of the Federal Poverty Guidelines, ensuring support for working families and seniors on fixed incomes. Three pantry locations (Garden City, Mountain Home, Homedale) provide consistent access to nutritious food. In response to rising demand, El-Ada distributed hundreds of thousands of pounds of food last year, despite federal funding cuts.By leveraging CSBG, El-Ada strengthens its commitment to fighting hunger and poverty, creating a more resilient and supportive environment for the communities we serve.
