It is the mission of Network Delaware Action Inc. (i.e. Network Delaware Action) to leverage citizen-led community empowerment, research analysis, and leadership development to enact lasting socioeconomic change. Network Delaware Action Inc. is building a network of citizen Change Agents in local communities to resolve their own issues. Network Delaware Action Inc. will operate initiatives that equip individuals and groups to tackle challenges in their area (e.g. economic justice, racial justice/racism, community creativity, and youth engagement).

TFKAF has a mission consistent with NDA's mission of improving the socio- economic conditions of Delawarean families. Under this contract, NDA "buil[t] a grassroots network in support of legislation to ban the sale of all flavored tobacco products in Delaware." Network Delaware Action's employees spent 10 hours a week performing Organization's contract obligations from January to May. At the end of the TFKAF campaign, NDA had activated 70 or more persons to contact a legislator, attend a workshop, or join a team; hosted two trainings on lobbying and influencing decisionmakers; and engaged 20 Delaware organizations in support of the campaign, including Black Mothers in Power, the Delaware chapter of the NAACP, the Delaware State Education Association, and the Delaware Bethel AME Church.
