Financial Statement Notes

Part V, Line 4: Intended uses of the endowment fund.

In accordance with the uniform prudent management of institutional funds act ("upmifa") adopted by the state of oregon effective january 1, 2008, the board of directors has adopted an investment and spending policy that preserves the fair value of endowment gifts, absent explicit donor stipulations to the contrary. As a result, a portion of the endowment's original gift may be appropriated for expenditure in support of the restricted purposes of the endownment if this is consistent with the spending policy that otherwise satisfies the requisite standard of prudence under upmifa.the financial beginnings oregon endowment fund includes donor restricted funds that are permanently restricted by specific donor stipulations. As required by generally accepted accounting principles, net assets associated with endowment funds are classified and reported based on the existence or absence of donor-imposed restrictions.the organization has adopted investment and spending policies, approved by the board of directors, for endowment assets that attempt to provide a long-term source of funding to the organization. Accordingly, the investment process seeks to achieve an after-cost total rate of return, including investment income as well as capital appreciation, which exceeds the annual distribution.the board of directors may annually appropriate for distribution an amount deemed prudent given the purpose of the endowment. The initial spending rate will be 4% of the financial beginnings oregon endowment fund's average fair value. Fair market value is calculated by taking the quarterly average of the fair market value of the endowment's assets over the three years immediately preceding the year in which the appropriation for expenditure is made. The spending rate should not exceed 7%. No distributions were made during the year ended june 30, 2018. The board of directors does not anticipate making distributions until the endowment reaches $100,000.

IRS990/Desc0Financial Beginnings Oregon increases the financial capability of youth and adults in our state. Doing so allows them to live with less financial uncertainty, and increases life opportunities such as home ownership, higher education, and secure retirement. Financial Beginnings works to: - Promote self-sufficiency by teaching individuals how to proactively improve their financial health.- Support un- and underbanked individuals in accessing and participating in financial services.- Provide age-appropriate financial education that meets or exceeds state-specific standards.- Enhance financial resiliency among underserved populations.- Create communities within which the need for financial education is recognized, and all sectors work collaboratively towards increased financial literacy.This is accomplished through Financial Beginnings Oregons main programs delivering age-appropriate curricula for youth in grades K-12 as well as high-risk college students, adults, and Spanish-speaking populations. Financial Beginnings Oregons programs reach all demographics but are designed to empower economically-vulnerable youth and adults through inclusive financial education. Because of this, Financial Beginnings Oregon proactively reaches underserved audiences such as low-income individuals, veterans, first-in-family college students, individuals with legal histories, individuals who are homeless or housing insecure, and communities of color. Programs are provided in partnership with schools and community-based organizations, and are always offered at no cost to the participant or partner. In the 2017-2018 program year, Financial Beginnings Oregon educated 31,427 individuals across the state. This was accomplished with the support of more than 268 active, trained volunteers who teach Financial Beginnings programs in the classroom and in the community. In addition, 172 community leaders and educators attended our 2017 Financial Literacy Conference, which is designed to help educators build financial knowledge and classroom confidence by offering practical resources and tools, a place to share successes with like-minded educators, and an opportunity to interact with financial experts.Most importantly, Financial Beginnings Oregon's programs have a measurable impact. In the three months following their participation:- 81% of participants acted to protect themselves from identity theft or fraud;- 87% of participants took steps to reduce their expenses; and, - 52% of participants have increased their savings with 42% attributing the increase directly to what they learned through Financial Beginnings.

AS A RESULT, A PORTION OF THE ENDOWMENT'S ORIGINAL GIFT MAY BE APPROPRIATED FOR EXPENDITURE IN SUPPORT OF THE RESTRICTED PURPOSES OF THE ENDOWNMENT IF THIS IS CONSISTENT WITH THE SPENDING POLICY THAT OTHERWISE SATISFIES THE REQUISITE STANDARD OF PRUDENCE UNDER UPMIFA.THE FINANCIAL BEGINNINGS OREGON ENDOWMENT FUND INCLUDES DONOR RESTRICTED FUNDS THAT ARE PERMANENTLY RESTRICTED BY SPECIFIC DONOR STIPULATIONS. AS REQUIRED BY GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, NET ASSETS ASSOCIATED WITH ENDOWMENT FUNDS ARE CLASSIFIED AND REPORTED BASED ON THE EXISTENCE OR ABSENCE OF DONOR-IMPOSED RESTRICTIONS.THE ORGANIZATION HAS ADOPTED INVESTMENT AND SPENDING POLICIES, APPROVED BY THE BOARD OF DIRECTORS, FOR ENDOWMENT ASSETS THAT ATTEMPT TO PROVIDE A LONG-TERM SOURCE OF FUNDING TO THE ORGANIZATION. ACCORDINGLY, THE INVESTMENT PROCESS SEEKS TO ACHIEVE AN AFTER-COST TOTAL RATE OF RETURN, INCLUDING INVESTMENT INCOME AS WELL AS CAPITAL APPRECIATION, WHICH EXCEEDS THE ANNUAL DISTRIBUTION.THE BOARD OF DIRECTORS MAY ANNUALLY APPROPRIATE FOR DISTRIBUTION AN AMOUNT DEEMED PRUDENT GIVEN THE PURPOSE OF THE ENDOWMENT. THE INITIAL SPENDING RATE WILL BE 4% OF THE FINANCIAL BEGINNINGS OREGON ENDOWMENT FUND'S AVERAGE FAIR VALUE. FAIR MARKET VALUE IS CALCULATED BY TAKING THE QUARTERLY AVERAGE OF THE FAIR MARKET VALUE OF THE ENDOWMENT'S ASSETS OVER THE THREE YEARS IMMEDIATELY PRECEDING THE YEAR IN WHICH THE APPROPRIATION FOR EXPENDITURE IS MADE. THE SPENDING RATE SHOULD NOT EXCEED 7%. NO DISTRIBUTIONS WERE MADE DURING THE YEAR ENDED JUNE 30, 2018. THE BOARD OF DIRECTORS DOES NOT ANTICIPATE MAKING DISTRIBUTIONS UNTIL THE ENDOWMENT REACHES $100,000.
