IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt0This statement is attached in accordance with the instructions for Schedule A (Form 990-EZ) regarding an organization that believes it is publicly supported according to applicable regulations. Treas. Reg. Sec. 1.170A-9(F)(3) provides that an organization may be treated as "publicly supported" under the facts and circumstances test event if it fails to meet the 33 1/3 percent mechanical test. Under the facts and circumstances test, an organization will be treated as publicly supported if it normally received a substantial part of its support from governmental units, from direct or indirect contributions from the general public, or from a combination of these sources, and meets certain other requirements. The pertinent factors set forth in the regulations are discussed below: I) Attraction of Public Support: Alliance for National & Community Resiliency (ANCR) was organized in 2016 and is tax-exempt under IRC Sec. 501(c )(3). ANCR receives support from various 501(c )(6) trade associations and other non-governmental entities that are interested in supporting a system of community benchmarks that allow local leaders to easily assess and improve resilience across all functions of a community. Currently, ANCR has a program to solicit donations from the public on a continuous basis through their website and various outreach programs. II) Percentage of Public Support Under the regulations, the higher the percentage of support above the 10% requirement from public sources the lesser will be the burden of establishing the publicly supported nature of the organization through other factors. The percentage of support received from the general public for the year ended December 31, 2021, is 21.48%. III) Sources of Support ANCR exceeds the 10% minimum threshold by deriving support from unrelated corporate contributions as well as contributions from organizations exempt from Tax under IRC 501(c)(6), rather than receiving almost all of its support from the members of a single family or organization. ANCR's activities appeal to a broad cross-section of persons nationwide who are interested in supporting a system of community benchmarks that allow communities to assess and improve resilience. IV) Representative Governing Body ANCR's governing body includes six individuals, all independent from one another and represent the broad interests of the public. Representing multiple disciplines, systems and stakeholders that makeup communities, ANCR brings together a team of thought leaders and doers with unique perspectives and expertise to develop the tools communities need to thrive. V) Availability of Public Facilities or Services; Public Participation in programs or policies ANCR provides services directly for the benefit of the general public on a continuing basis by providing valuable benchmarking information that allow all communities the access to benchmarking data to ensure resiliency is achieved.
