It is the policy of building futures that the board's responsibilities include review and approval of the annual audited financial statements and form 990.

Form 990, Part VI, Section B, Line 12C

On a regular basis, the finance/audit committee of the board shall ensure compliance with the policies described herein by reviewing actual practices and comparing them to those mandated by this manual. The committee shall meet with staff and review such documentation as is required to accomplish a meaningful review. Reviews should be scheduled to ensure that there is annual review of compliance with all significant financial and accounting policies.

By practice, executive director compensation is set by the board of directors. The organization uses form 990 of other organizations and compensation surveys to establish the compensation of the organization's executive director.

Building futures makes the following forms readily available to all members of the general public: 1. The public information copies of the 3 most recent fiscal years of our form 990; and 2. Building futures original application for recognition of its tax-exempt status (form 1023) filed with the irs, and all accompanying schedules and attachments. Building futures posts on its website that these forms are available by request for visual inspection at the organization's offices during normal working hours, monday through friday.

PART X, LINE 2:

The organization recognizes and measures its unrecognized tax benefits in accordance with gaap. Under that guidance the organization assesses the likelihood, based on their technical merit, that tax positions will be sustained upon examination based on the facts, circumstances and information available at the end of each period. The measurement of unrecognized tax benefits is adjusted when new information is available, or when an event occurs that requires a change. Management annually reviews its tax positions and has determined that there are no material uncertain tax positions that require recognition in the financial statements.

THE MAIN COMPONENTS OF THE PROGRAM ARE: RECRUITMENT, ORIENTATION, APPLICATION & ASSESSMENTS, CONSTRUCTION TRAINING, CONSTRUCTION MATH INSTRUCTION, PERSONAL FINANCIAL MANAGEMENT, CAREER GUIDANCE, PLACEMENT & SUPPORT SERVICES, AND ELECTIVE TRAININGS FOR PRE-APPRENTICESHIP GRADUATES. FOR THOSE WHO COMPLETE THE 200-HOUR PROGRAM, THE ORGANIZATION OFFERS A 10-WEEK ELECTIVE IN HOMEBUILDING THAT PROVIDES AN EXTENDED HANDS-ON TRAINING OPPORTUNITY WHILE BUILDING MODEL ENERGY-EFFICIENT AFFORDABLE LOW-INCOME HOMES IN PROVIDENCE NEIGHBORHOODS. ANOTHER 3-WEEK ELECTIVE IN INDUSTRIAL WELDING IS A CERTIFICATION COURSE TAUGHT BY CERTIFIED WELDING INSTRUCTORS. THE ORGANIZATION BEGAN ITS EXPANSION TO THREE TRAINEE COHORTS PER YEAR WITH AN ANNUAL TARGET OF 40-45 INDIVIDUALS RECEIVING SEVERAL INDUSTRY RECOGNIZED CERTIFICATIONS, CAREER COUNSELING AND TRANSITION-TO-EMPLOYMENT SERVICES. ALL GRADUATES ARE GUIDED IN CHOOSING THE BUILDING TRADE OCCUPATION THAT BEST FITS THEIR INTERESTS AND ABILITIES, AND ARE ASSISTED IN PREPARING FOR APPRENTICESHIP PROGRAM ENTRANCE EXAMS AND INTERVIEWS, WITH FOLLOW-UP SUPPORT SERVICES AND GUIDANCE PROVIDED THROUGH THEIR FIRST YEAR OF APPRENTICESHIP AND BEYOND.TO DATE 265 PROGRAM GRADUATES HAVE BEEN PLACED IN RI REGISTERED APPRENTICESHIPS IN 12 CONSTRUCTION TRADES, WITH 85 OF THESE GRADUATES HAVING ACHIEVED JOURNEY-LEVEL STATUS IN THEIR RESPECTIVE TRADES.THE BUILDING FUTURES PRE-APPRENTICESHIP PROGRAM HAS BEEN REFINED AND EXPANDED OVER THE LAST TEN YEARS IN COLLABORATION WITH EMPLOYER AND TRADE APPRENTICESHIP PROGRAM PARTNERS, AND HAS BEEN NATIONALLY RECOGNIZED FOR BEST PRACTICES BY MANY, INCLUDING THE UNITED STATES DEPARTMENT OF LABOR. A KEY COMPONENT OF BUILDING FUTURES' WORK IS TO INCREASE APPRENTICE UTILIZATION ON LARGE CONSTRUCTION PROJECTS THROUGH COLLABORATION WITH PROJECT OWNERS. BUILDING FUTURES' APPRENTICE UTILIZATION PROGRAM, OR AUP, PROVIDES A METHOD TO ENSURE THAT REGISTERED APPRENTICESHIP TRAINING OCCURS ON ACTIVE RHODE ISLAND CONSTRUCTION PROJECTS AT AN APPROPRIATE LEVEL TO MEET THE FUTURE DEMAND FOR VARIOUS BUILDING TRADES' OCCUPATIONS, BASED UPON LABOR MARKET PROJECTIONS. IN DOING SO, BUILDING FUTURES SEEKS TO INCREASE THE NUMBER OF CONSTRUCTION COMPANIES THAT CONTRIBUTE TO PUBLIC WORKFORCE DEVELOPMENT BY PARTICIPATION IN THE REGISTERED APPRENTICESHIP SYSTEM. BUILDING FUTURES PROVIDES TECHNICAL ASSISTANCE TO AND MONITORING OF TRADE CONTRACTORS OF ALL TIERS TO ENSURE THAT THE APPRENTICE UTILIZATION TARGET AND LOCAL HIRING GOALS ARE REACHED, IN CONJUNCTION WITH THE ENTITY PURCHASING CONSTRUCTION SERVICES (E.G. BROWN UNIVERSITY, CITY OF PROVIDENCE, ETC.). APPRENTICE UTILIZATION PROGRAM ACTIVITIES TAKE PLACE ACROSS THE STATE OF RHODE ISLAND. IN THE PAST TEN YEARS, OVER 85 PROJECTS HAVE HAD SOME FORM OF APPRENTICE UTILIZATION PROGRAM IN PARTNERSHIP WITH BUILDING FUTURES. OVER THE REMAINDER OF THIS GRANT, BUILDING FUTURES WILL, AS THE STATE'S APPRENTICESHIP INTERMEDIARY, CONTINUE TO PROVIDE TECHNICAL ASSISTANCE AND RESOURCES TO EMPLOYERS TO BOTH DESIGN, LAUNCH AND OPERATE REGISTERED APPRENTICESHIP PROGRAMS IN OCCUPATIONS ACROSS MULTIPLE SECTORS INCLUDING INFORMATION TECHNOLOGY, ADVANCED MANUFACTURING, HEALTH CARE, MARINE TRADES AND OTHERS. TO DATE, 45 APPRENTICESHIP PROGRAMS HAVE BEEN REGISTERED, EMPLOYING 400 APPRENTICES, AND INVOLVING 27 EMPLOYER SPONSORS AND ASSOCIATIONS.THESE ACTIVITIES REFLECT A NATURAL EXPANSION OF BUILDING FUTURES' WORK TO BETTER ACHIEVE ITS MISSION WHILE REPLICATING ITS EFFECTIVE WORK IN THE CONSTRUCTION INDUSTRY. ADDITIONAL ACTIVITIES INCLUDE ASSISTING COMMUNITY-BASED ORGANIZATIONS TO DESIGN, LAUNCH AND OPERATE NEW PRE-APPRENTICESHIP PROGRAMS SIMILAR TO THE BUILDING FUTURES MODEL OF PRE-APPRENTICESHIP FOR CONSTRUCTION. BY DOING SO, BUILDING FUTURES HELPS PREPARE LOW-INCOME INDIVIDUALS FOR PLACEMENT IN THESE NON-TRADITIONAL REGISTERED APPRENTICESHIPS SPONSORED BY ARI AND ITS EMPLOYER PARTNERS.
