CHARLES COUNTY GRANT AWARDS PROGRAM: BECAUSE THE TRUST WAS NOT YET INCORPORATED AND THUS LACKING A GOVERNING BOARD, THE COMMITTEE TO FORM THE CHARITABLE TRUST HANDLED THE GRANT APPLICATION AND AWARD PROCESS IN THE PERIOD BETWEEN MARCH AND JUNE, 2016. UPON THE TRUST'S INCORPORATION BY THE STATE OF MARYLAND ON JUNE 24, 2016, THE COMMITTEE'S WORK WAS ESSENTIALLY COMPLETED, AND IT DISSOLVED UPON THE FIRST MEETING OF THE BOARD OF DIRECTORS IN AUGUST 2016. AT THAT POINT THE TRUST ASSUMED RESPONSIBILITY FOR THE PROGRAM, WHICH IS CARRIED OUT THROUGH A FORMAL AGREEMENT WITH THE BOARD OF COUNTY COMMISSIONERS. THE FIRST STEPS TAKEN BY THE BOARD IN LATE 2016 INCLUDED APPROVING A GRANT APPLICATION FOR THE NEXT GRANT CYCLE (FOR FISCAL YEAR 2018 STARTING JULY 1, 2017) AND ANNOUNCING AND WIDELY ADVERTISING THE SUBMISSION DEADLINE AND GUIDELINES. IN 2017, IT REVIEWED 29 APPLICATIONS FROM LOCAL NONPROFITS AND APPROVED 24, THUS COMMITTING THE ENTIRE AMOUNT RECEIVED FROM THE COUNTY AS A GRANT FOR THIS PURPOSE. DISTRIBUTION OF THE AWARDS BEGAN IN SEPTEMBER 2017, AFTER THE START OF A NEW FISCAL YEAR. THIS PROGRAM IN PARTNERSHIP WITH THE COUNTY REPRESENTS A VALUABLE SERVICE TO THE NONPROFIT COMMUNITY AND TO THE COUNTY ITSELF.-$29,091
CHARLES COUNTY NONPROFIT ECONOMIC AND SOCIAL IMPACT STUDY: TO GAIN A CLEAR AND CONTEMPORANEOUS PICTURE OF THE COUNTY'S DIVERSE NONPROFIT SECTOR, THE TRUST UNDERTOOK AN EXTENSIVE SURVEY OF 501(C)(3)ORGANIZATIONS PROVIDING SERVICES TO COUNTY RESIDENTS. THE PROJECT WAS UNDERTAKEN IN COLLABORATION WITH MARYLAND NONPROFITS, A STATEWIDE ORGANIZATION WITH SIGNIFICANT PRIOR EXPERIENCE IN DATA GATHERING AND ANALYSIS PERTAINING TO THE NONPROFIT SECTOR. IT PROVIDED A QUALIFIED PROFESSIONAL CONSULTANT TO COORDINATE THE PROJECT, AND A DIVERSE PROJECT TEAM OF VOLUNTEERS DRAWN FROM THE COMMUNITY WAS ORGANIZED BY THE TRUST TO PROVIDE INPUT. PRESIDENTS' COUNCIL: TO PROVIDE THE CHIEF VOLUNTEER OFFICERS OF LOCAL NONPROFIT ORGANIZATIONS THE OPPORTUNITY TO GET TOGETHER AS A GROUP, THE TRUST LAUNCHED THE PRESIDENTS' COUNCIL. THE IDEA INVOLVES PROVIDING THESE NONPROFIT LEADERS A MEANS FOR EXCHANGING INFORMATION, LEARNING FROM EACH OTHER, AND JOINTLY DECIDING TOPICS OF MUTUAL INTEREST TO DISCUSS AT QUARTERLY MEETINGS. THE PROGRAM WAS PILOTED IN JUNE 2017 AND CULMINATED WITH UNANIMOUS DECISION BY EVERYONE PRESENT TO PROCEED WITH THE PLAN. The mission of the charles county charitable trust is to improve quality of life in the community by strengthening the local nonprofit sector through educational programs and grant assistance.

Form 990-ez, Part III, Line 28

Charles county grant awards program: because the trust was not yet incorporated and thus lacking a governing board, the committee to form the charitable trust handled the grant application and award process in the period between march and june, 2016. Upon the trust's incorporation by the state of maryland on june 24, 2016, the committee's work was essentially completed, and it dissolved upon the first meeting of the board of directors in august 2016. At that point the trust assumed responsibility for the program, which is carried out through a formal agreement with the board of county commissioners. The first steps taken by the board in late 2016 included approving a grant application for the next grant cycle (for fiscal year 2018 starting july 1, 2017) and announcing and widely advertising the submission deadline and guidelines. In 2017, it reviewed 29 applications from local nonprofits and approved 24, thus committing the entire amount received from the county as a grant for this purpose. Distribution of the awards began in september 2017, after the start of a new fiscal year. This program in partnership with the county represents a valuable service to the nonprofit community and to the county itself.

Form 990-ez, Part III, Line 29

Charles county nonprofit economic and social impact study: to gain a clear and contemporaneous picture of the county's diverse nonprofit sector, the trust undertook an extensive survey of 501(c)(3)organizations providing services to county residents. The project was undertaken in collaboration with maryland nonprofits, a statewide organization with significant prior experience in data gathering and analysis pertaining to the nonprofit sector. It provided a qualified professional consultant to coordinate the project, and a diverse project team of volunteers drawn from the community was organized by the trust to provide input. The survey form, which was sent out to over 200 organizations, sought a wide variety of information about budgets, goals, levels of services and program demands, employment, and governance. The response rate to the survey reached a phenomenal forty percent. Compilation of the data was complete before the end of the fiscal year. Approval and distribution of a final report will take place in fy 2018. As was planned, the findings will serve as an ongoing valuable source of information about the local nonprofit sector with which to plan and carry out future programs of education, training, and technical assistance, as well as public education about the role of the nonprofit sector.

Form 990-ez, Part III, Line 30

Presidents' council: to provide the chief volunteer officers of local nonprofit organizations the opportunity to get together as a group, the trust launched the presidents' council. The idea involves providing these nonprofit leaders a means for exchanging information, learning from each other, and jointly deciding topics of mutual interest to discuss at quarterly meetings. The program was piloted in june 2017 and culminated with unanimous decision by everyone present to proceed with the plan. The participants expressed appreciation for this unprecedented chance for networking and cooperation. The potential value of this project was underscored by published research showing that the role of the nonprofit president has typically been below the radar, with scant attention to preparation for the demands of the role. In organizing the council, the trust sees it as a vehicle for improving the quality of board performance and developing an expanded leadership pool for the community.
