Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The draft 990 is professionally prepared, and then reviewed by the Executive Director and staff. Then the 990 is sent to the Board of Directors for review. Once approved the return is finalized and submitted.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Monitoring and enforcing compliance with the Conflict of Interest policy regularly take place. First, in the process of recruiting board members, each prospective candidate is provided a copy of the policy along with the board-approved code of ethics. The standards and requirements contained in these documents are discussed during the candidate interview. Second, conflict of interest is raised if business conducted at a board or committee meeting involves or could involve a conflict of interest. If it is found to be present, the person affected must exercise recusal and return to the meeting only after the matter at hand has been dispensed with. Finally, the process of reviewing and evaluating grant applications from local 501c3 nonprofits gives special attention to conflict of interest requirements. Members of the grant panels are routinely advised of such requirements and are obligated to recuse themselves if a conflict arises that applies to them.

Form 990, Part VI, Line 19: Other Organization Documents Publicly Available

Governing documents and IRS filings are made available to the public by request. The process is such that once a request is made, the Executive Director will sign off on it, and the requestor will pick up the copy, and all information is kept in a log.

Financial Statement Notes

Part X : FIN48 Footnote

Accounting principles generally accepted in the United States of America require Charles County Charitable Trust to evaluate uncertain tax positions taken. The financial statement effect of a tax position are recognized when the tax position is more likely than not, based on technical merits, to be sustained upon examination by the IRS. CCCT has analyzed the tax positions for the years ended June 30, 2021 and 2020, and determined that there were no matters that would require recognition in the financial statements or that may have any effect on its tax-exempt status. The organization is subject to routine audits by taxing authorities however there are currently no audits of any tax periods in progress. It is the organization's policy to recognize interest and/or penalties related to uncertain tax positions. As of June 30, 2021 and 2020, there were no such accruals for interest and/or penalties.

The organization also provides opportunities for representatives of nonprofit organizations to participate in a comprehensive learning experience. Participants learn to develop individualized fundraising program plans that integrate fundraising, marketing and communications to increase overall financial support and assure sustainability. During the year ended June 30, 2021, CCCT facilitated additional COVID relief grants to non-profit organizations.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0Accounting principles generally accepted in the United States of America require Charles County Charitable Trust to evaluate uncertain tax positions taken. The financial statement effect of a tax position are recognized when the tax position is more likely than not, based on technical merits, to be sustained upon examination by the IRS. CCCT has analyzed the tax positions for the years ended June 30, 2021 and 2020, and determined that there were no matters that would require recognition in the financial statements or that may have any effect on its tax-exempt status. The organization is subject to routine audits by taxing authorities however there are currently no audits of any tax periods in progress. It is the organization's policy to recognize interest and/or penalties related to uncertain tax positions. As of June 30, 2021 and 2020, there were no such accruals for interest and/or penalties.
