Mission and Program Overview

Mission

The charitable, research and educational purposes of results for america ("rfa") are to improve outcomes for young people, their families, and communities by ensuring that research and data are used to improve the effectiveness of social programs. In this age of scarce public resources, those resources need to be invested in what works. Rfa's goal, therefore, is to help ensure that public resources are directed toward charitable programs and practices that use research and data ("evidence") to improve the effectiveness of those programs and practices.

Rfa's activities are focused on non-profit leaders, government decision-makers, and community members, as rfa attempts to build their awareness of, support for, and ability to implement funding of "evidenced-based," results-driven social programs, i.e., social programs that have results that can be measured and evaluated for whether they are accomplishing their objectives. Rfa's initiatives fall into three program areas: foundation support, issue specific support, and movement building. From 2012 until may 2016, rfa was a program arm of america achieves, a 501(c)(3) organization. In may of 2016, rfa was incorporated as a free-standing non-profit organization and will continue the kind of programs that it was previously operating under america achieves.

An electronic draft copy of the form 990 is distributed via email to the members of the board, the ceo, coo and vp of finance for review and approval before filing. After incorporating any comments or changes a final draft is circulated to the group via email for final approval.

Rfa interviews each board member, and requires board members and the ceo, coo and vp of finance to sign the rfa conflict of interest policy each year. New employees are interviewed for conflicts, and made aware of rfa's conflict of interest policy, which is in the employee handbook distributed to all new employees.

Form 990, Part VI, Section B, Line 15

Each fall, as part of the annual budgeting and planning process, and its concurrent annual performance review process, rfa's hr team reviews compensation comparables. The hr team reviews comparable salaries for all levels of employee from ceo to program assistant by reviewing comparable jobs listed on opendoor, reviewing pnp staffing reports, and 990s from comparable non-profits. The hr team then presents its findings to the board ahead of the annual budget review and approval process, the board then approves the compensation ranges for each level of seniority. Additionally, in 2015, while rfa was operating as a program arm of the non-profit america achieves, america achieves contracted with the hr consulting firm koya leadership partners to perform a compensation study, to compare america achieves, and by extension rfa's, executive compensation levels to the market. Based on this study, the america achieves board reviewed and approved compensation levels at america achieves. This study informed the compensation rates at rfa for 2019.

The board of directors is responsible for the audit. Rfa's finance and accounting services firm, ecratchit, recommended a list of 3 reputable independent audit firms. Each submitted proposals that were reviewed by the ceo, cfso and the board. References were checked. The cfso and ecratchit interviewed the firms and recommended two to the board. The board performed interviews and made the final selection of pb mares to be rfa's independent audit firm. The audit, review and compilation of financial statements has been performed by pb mares.

PART X, LINE 2:

The organization is exempt from federal income tax under section 501(c)(3) of the internal revenue code. The organization adopted the provisions of accounting for uncertainty in income tax positions as required by income taxes (topic 740) of the financial accounting standards board (fasb) accounting standards codification (asc); however, management does not believe it is exposed to any such positions as defined in this guidance, nor do they expect this to change significantly over the next 12 months. The organization files form 990, return of organization exempt from income tax, annually with the united states department of the treasury. Such returns are subject to examination by taxing authorities, generally for a period of three years from the date the returns are filed.

FOUNDATION SUPPORT IS MADE UP OF THREE (3) CORE INITIATIVES: (1) WHAT WORKS CITIES (WWC) BUILDS THE CAPACITY OF MID-SIZED CITY GOVERNMENT TO USE DATA AND EVIDENCE. WWC WORKS WITH OVER 100 CITIES. (2) RFA CONTINUES TO EDUCATE POLICY MAKERS AT THE FEDERAL LEVEL ON BEST APPROACHES TO INCORPORATE EVIDENCE-BASED PRACTICES IN THEIR WORK AND LEGISLATION. (3) AT THE STATE LEVEL, RFA LAUNCHED A STATE EDUCATION FELLOWSHIP, WHERE REPRESENTATIVES FROM 9 STATE EDUCATION AGENCIES RECEIVE SUPPORT AND SHARE LEARNINGS ABOUT HOW BEST TO USE EVIDENCE IN DECISION MAKING.
