Mission

John Burton Advocates for Youth (JBAY) improves the quality of life for youth in California who have been in foster care or homeless by advocating for better laws, training communities to strengthen local practices and conducting research to inform policy solutions.

John Burton Advocates for Youth is a statewide non-profit organization based in San Francisco, working to improve the quality of life for Californias foster, former foster, and homeless youth.

Form 990, Part VI, Line 11B: Form 990 Review Process

Form 990 is prepared by an outside tax professional. The form is then reviewed bythe organization's management, a member of the board of directors, and the executivedirector. This group of individuals then discusses the contents of the return withthe outside tax professional. After a full review, the final version of the tax return is provided to all members of the organization's voting body. A representative of management authorizes the final form 990 which is then e-filed with the internal revenue service.

Members of the board of directors review all potential conflicts of interest atleast annually. All personnel and board members are required to disclose (inwriting) potential conflicts and any related party affiliations. Loans between theorganization and members of management and the board are strictly prohibited. Theorganization seeks full transparency on all relationships. Any potential conflicts(in fact or appearance) are discussed openly and resolved in accordance with theorganization's policies and procedures.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Education Program (continued from Form 990 Page 2): Remove policy barriers to college achievement: John Burton Advocates for Youth works with the state legislature to pass legislation that improves outcomes for foster youth. Key legislative victories include the creation of publicly funded campus support programs (SB 1023), the creation of priority registration for foster youth (SB 906) and the expansion of the Chafee Education and Training Voucher and the Cal Grant in the state budget. Provide text books: Since 2013, John Burton Advocates for Youth has provided $1.75 million in text books to 6,600 current and former foster youth who attend college on 96 campuses in California. Provide resources for professionals: John Burton Advocates for Youth develops resources that can be used by professionals in a range of fields to support foster youth college success. This has included a comprehensive college planning website for foster youth, foster youth educational planning guide, a training curriculum for college faculty and staff regarding the needs of foster youth. Celebrate success: Each May, John Burton Advocates for Youth co-hosts three graduation events in San Francisco, San Diego and Los Angeles to acknowledge and celebrate the academic success of foster youth. OTHER PROGRAM SERVICES 5: Housing Program (continued from Form 990 Page 2)housing program for former foster youth. THP-Plus and has been successful in expanding the program budget from $1.3 million in 2006 to $35.6 million in 2016. Improve practice through training: John Burton Advocates for Youth works to improve the quality of housing for current and former foster youth by providing regular training for housing providers. John Burton Advocates for Youth recently launched the Post-Secondary Education Training series, which is an effort to improve college outcomes among youth in housing. Manage data to improve programs: John Burton Advocates for Youth developed and administers the Transitional Housing Participant Tracking System. This data system was developed by the John Burton Advocates for Youth in 2008 and stores individual records of current and former foster youth, age 18 to 24, who participate in the California's transitional housing program. Data on 1,487 current and former foster youth are currently being entered into the tracking system, and to date, the tracking system contains data on over 6,500 youth. Securing housing in permanent, affordable housing: John Burton Advocates for Youth works to create permanent, affordable housing for former foster youth through partnerships with the non- profit and for-profit housing development community. John Burton Advocates for Youth has partnered with the Booker T. Washington Community Center in the creation of 24 units for former foster youth and working with two additional developers to create up to 50 additional set-aside units in San Francisco. OTHER PROGRAM SERVICES 6: Health Program (continued from Form 990 Page 2)their exit from foster care. Reduce poverty among young families: John Burton Advocates for Youth advocates for expanded resources for parenting foster youth, including an increase in the infant supplement from $411 per month to $900 per month, as well as improved practices to support young families and prevent child maltreatment. Food security: John Burton Advocates for Youth works to ensure that all eligible current and former foster youth have access to food through the availability of the Supplemental Nutritional Assistance Program (SNAP), known as CalFresh in California.

Income TaxesFinancial statement presentation follows the recommendations of ASC 740, Income Taxes, Income Taxes. Under ASC 740, JBAY is required to report information regarding its exposure to various tax positions taken by JBAY and requires a two-step process that separates recognition from measurement. The first step is determining whether a tax position has met the recognition threshold; the second step is measuring a tax position that meets the recognition threshold. Management believes that JBAY has adequately evaluated its current tax positions and has concluded that as of June 30, 2018, JBAY does not have any uncertain tax positions for which a reserve or an accrual for a tax liability would be necessary.JBAY has received notification from the Internal Revenue Service and the State of California that it qualifies for tax-exempt status under Section 501(c)(3) of the Internal Revenue Code and Section 23701d of the California Revenue and Taxation Code. These exemptions are subject to periodic review by the federal and state taxing authorities and management is confident that JBAY continues to satisfy all federal and state statutes in order to qualify for continued tax exemption status.During the year ended June 30, 2017, JBAY did not receive any unrelated business income which would otherwise require JBAY to file separate tax returns under federal and state statutes.

Support youth into adulthood: John Burton Advocates for Youth advocated for the passage of Assembly Bill 12, which expanded foster care from age 18 to age 21 in 2010. Since then, the organization has sponsored additional legislation to improve and expand access to the program. John Burton Advocates for Youth continues to ensure that extended foster care remains implemented as intended through policy advocacy and the training of local county administrators and providers Ensure access to safe, affordable housing: John Burton Advocates for Youth works to expand access to the one publicly funded Continued on Schedule O.
