The form 990 is reviewed in detail first by the treasurer and then all board members receive a copy and vote on whether to adopt and submit the form 990 as presented. During that process all concerns raised are addressed and changes are made, if necessary, before filing with the irs.

Under the policy, all potential conflicts are reviewed annually either by the president of the organization or by the board chair depending on the nature of the conflict. All directors and all staff are subject to the policy. Any persons with conflicts will be excused from voting.

The executive committee reviews the president's compensation annually based on his performance, his scope of responsibility and relevant benchmarks obtained through competitive research including review of the other organiztion's 990's. The executive committee sets a new salary rate upon completion of that review as appropriate. The process was last performed in april 2014.

THOSE EIGHTEEN STATES INCLUDE ALASKA, ARIZONA, COLORADO, IDAHO, INDIANA, KANSAS, MONTANA, NEVADA, NORTH CAROLINA, OKLAHOMA, OREGON, PENNSYLVANIA, SOUTH CAROLINA, UTAH, VIRGINIA, WEST VIRGINIA, WISCONSIN AND WYOMING. THE SERIES OF HISTORIC WINS FOR THE FREEDOM TO MARRY IN 8 STATES IN 2013 AND A US SUPREME COURT DECISION THAT EVISCERATED A CORE COMPONENT OF THE SO-CALLED DEFENSE OF MARRIAGE ACT SET THE STAGE FOR THE LAST YEAR IN WHICH THE FREEDOM TO MARRY WAS EXTENDED TO MORE AND MORE PEOPLE ON A SEEMINGLY DAILY BASIS. THE SWEEPING SIGNIFICANCE OF THE SUPREME COURT'S LANDMARK DECISION IN UNITED STATES V. WINDSOR IN 2013 BECAME EVIDENT AT THE START OF 2014 WHEN A FEDERAL DISTRICT COURT BROUGHT THE FREEDOM TO MARRY TO UTAH, ALBEIT BRIEFLY. IN THE FOLLOWING 8 MONTHS, A TOTAL OF OVER 50 FEDERAL DISTRICT COURTS, STATE COURTS AND FEDERAL APPELLATE COURTS ALL CONCURRED: DENYING THE FREEDOM TO MARRY TO SAME-SEX COUPLES IS UNCONSTITUTIONAL. A FEW STATES HEARD THAT MESSAGE AND AGREED; BOTH PENNSYLVANIA AND OREGON GAINED THE FREEDOM TO MARRY WHEN THEIR GOVERNORS AND ATTORNEYS GENERAL CHOSE NOT TO SEEK TO OVERTURN COURT DECISIONS. FIVE OTHERS CHOSE TO APPEAL THE CIRCUIT COURT RULINGS AFFIRMING THE FREEDOM TO MARRY IN THE 4TH, 7TH AND 10TH CIRCUITS: UTAH, OKLAHOMA, VIRGINIA, WISCONSIN AND INDIANA. HOWEVER ON A LANDMARK DAY IN OCTOBER, THE US SUPREME COURT DECLINED TO HEAR THOSE APPEALS, IMMEDIATELY BRINGING THE FREEDOM TO MARRY TO .THEM AND SENDING THE UNMISTAKABLE SIGNAL THAT THE SUPREME COURT AGREES WITH THOSE CIRCUIT COURT OPINIONS. THE NEXT DAY, THE 9TH CIRCUIT COURT JOINED THE CHORUS BRINGING THE FREEDOM TO MARRY TO IDAHO AND NEVADA. WITHIN WEEKS, THE REMAINING STATES IN ALL THOSE FOUR FEDERAL COURT CIRCUITS SAW THE FREEDOM TO MARRY. FREEDOM TO MARRY WAS DEEPLY ENGAGED IN THE EFFORTS IN THOSE STATES AND MANY OTHERS TO ENGAGE THE PUBLIC IN THE CONVERSATION AROUND MARRIAGE. WITH EACH STATE WON WE INCREASE THE POPULATION WITH ACCESS TO THE FREEDOM TO MARRY (AS OF JAN. 1, 2015, 70% LIVED IN A STATE WITH THE FREEDOM TO MARRY COMPARED WITH 39% AT THE BEGINNING OF THE YEAR), AND WITH EACH STATE WE WIN, WE COME CLOSER TO OUR AIM OF CREATING A CRITICAL MASS OF STATES, SETTING THE STAGE FOR VICTORY NATIONWIDE.FREEDOM TO MARRY'S APPROACH TO WINNING AT THE STATE LEVEL BEGINS WITH PUBLIC EDUCATION, AND IN STATES WHERE WE ARE PURSUING A LITIGATION-CENTERED STRATEGY, WE WORK IN TANDEM WITH LEGAL PARTNERS ON STATE-SPECIFIC PUBLIC ENGAGEMENT STRATEGIES TO CREATE MOMENTUM AND THE CLIMATE THAT MAXIMIZES THE CHANCES TO WIN. PUBLIC OPINION RESEARCH NOW DEMONSTRATES THAT A NATIONAL MAJORITY SUPPORTS THE FREEDOM TO MARRY (SUPPORT HAVING DOUBLED SINCE 1996) AND THAT SUPPORT CONTINUES TO RISE IN EVERY STATE AND DEMOGRAPHIC. NOW WITH THE PUBLIC POLICY DIALOGUE SHIFTING TO THE COURTS, INCLUDING OVER 50 FEDERAL OR STATE COURTS CONSIDERING CHALLENGES TO THE CONSTITUTIONALITY OF MARRIAGE DISCRIMINATION AGAINST SAME-SEX COUPLES, FREEDOM TO MARRY HAS ELEVATED THE GROWING CHORUS OF MESSAGES FROM VOICES EVERYWHERE THAT THE COUNTRY IS SUPPORTIVE OF THE FREEDOM TO MARRY AND READY TO SEE IT COME TO EVERY CORNER OF THE NATION AND THAT EACH DAY OF DELAY CREATES REAL HARM FOR SAME-SEX COUPLES AND THEIR FAMILIES.W

THIS HELPS GROW PUBLIC SUPPORT, AND CRUCIALLY HELPS CREATE AN ENVIRONMENT FOR THE US SUPREME COURT TO RULE IN FAVOR OF DISMANTLING DISCRIMINATION IN MARRIAGE ONCE AND FOR ALL. IN 2014, A SERIES OF CHALLENGES TO STATE LEVEL BANS ON THE FREEDOM TO MARRY WERE CONSIDERED BY THE US SUPREME COURT. IN ALL THESE CASES, THE COURT CHOSE NOT TO HEAR THE CASE; AND IN ALL THESE CASES, THE CIRCUIT COURT RULINGS HAD FOUND THAT DENYING THE FREEDOM TO MARRY IS UNCONSTITUTIONAL. YET THE KEY TO MAXIMIZING OUR CHANCES OF WINNING WAS NOT JUST IN RELYING ON GOOD LAWYERS, BUT SHAPING THE CLIMATE IN A BIPARTISAN WAY AS DESCRIBED UNDER OUR NATIONAL PUBLIC ENGAGEMENT ACCOMPLISHMENTS.
