Governance Explanations

Form 990, Page 6, Part VI, Line 6

Members of syvaa submitted membership applications and were approved as members by the board of directors, subject to ratification by the membership in the subsequent annual meeting. Member voting rights are granted upon acceptance of membership by the board of directors. To qualify as a member an applicant must be a resident of the santa ynez valley union high school district who is dedicated to the purposes and mission of syvaa. Members are classified as users and non-users. A user is defined as someone who is (1) a tenant, occupant of land or of a building on airport grounds, or has a real property interest in the airport, or has been granted contract rights to use the airport; (2) owns, leases, or flies often or regularly one or more aircraft stored or hangared at the airport; or (3) is an agent, associate,employee, parent, spouse, or child of an individual described in (1) or (2). A non-user is an individual who does not otherwise qualify as a user.

Members have the right to vote in the election of officers at the annual meeting, typically held in october of each year. In august or september preceding the annual meeting, the membership list is reviewed to determine if a quorum of 154 members is available to vote at the annual meeting.

Syvaa is under contract with santa barbara county to operate, manage, maintain and improve the airport facilities for a term of 50 years beginning june 1, 1993 and ending july 31, 2043. Upon contract termination all alterations, additions, and improvements become the property of santa barbara county. Airport improvements are subject to the airport layout/land use plan approved by santa barbara county, the state of california, department of transportation, division of aeronautics, and the federal aviation administration for a term of 20 years beginning in june 2004 and updated every 5 years. Current construction in progress totals 239,704. 40 hangars were leased to airport users, and 46 land leases for owner built hangars. Current year rentals also include airport tiedowns, rental cars, glider ride operations, office space, apcd (air pollution control district) and the usfs (u.s. Forestry service) building.

AIRPORT IMPROVEMENTS ARE SUBJECT TO THE AIRPORT LAYOUT/LAND USE PLAN APPROVED BY SANTA BARBARA COUNTY, THE STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION, DIVISION OF AERONAUTICS, AND THE FEDERAL AVIATION ADMINISTRATION FOR A TERM OF 20 YEARS BEGINNING IN JUNE 2004 AND UPDATED EVERY 5 YEARS. CURRENT CONSTRUCTION IN PROGRESS TOTALS 239,704. 40 HANGARS WERE LEASED TO AIRPORT USERS, AND 46 LAND LEASES FOR OWNER BUILT HANGARS. CURRENT YEAR RENTALS ALSO INCLUDE AIRPORT TIEDOWNS, RENTAL CARS, GLIDER RIDE OPERATIONS, OFFICE SPACE, APCD (AIR POLLUTION CONTROL DISTRICT) AND THE USFS (U.S. FORESTRY SERVICE) BUILDING.
