“Members consist of those in both the private and public sectors who are engaged in or associated with organizations whose objective is to provide technical information and assistance to those seeking to obtain and perform government contracts. Members are organizations that have a cooperative agreement with the defense logistics agency office of small disadvantaged business utilization, or its successor organization, to fulfill the purpose of the procurement technical assistance program as authorized under title 10, united states code, chapter 142.”

“Members in good standing receive full voting privileges, which include the right for each employee listed on the member's roster to nominate candidates for officer of the organization and for regional director representing such member's region and to vote in the elections therefor.”

“Prior to being filed, form 990 is reviewed by a company independent from the return preparer contracted by the board to provide financial, clerical, logistical, and conference support.”

“The association of procurement technical assistance centers (aptac) is a membership organization comprised of and supporting procurement technical assistance centers (ptacs) and the professionals who work for them. Aptac's mission is to support the ptacs in their efforts to provide the very highest levels of government contracting assistance, thereby increasing and improving the supplier base which serves the united states armed forces and government as a whole. Aptac's primary function is to provide a national forum to conduct training and facilitate the exchange of infomation and ideas among procurement professionals, to provide the national voice of the ptacs, and to otherwise work toward strengthening the program and the level of services it provides.”

“The organization maintained a framework for education and certification of its members through both the napex university training rubric and the certified procurement professional (cpp) certification.”
