Additional Explanations

FORM 990, PART III, LINE 1, MISSION:

The foundation is dedicated to preserving the historic legacy of president george h. W. Bush by providing programs and financial support to the presidential library center, and also to sponsor exhibits, lectures, and conferences to create a dynamic learning environment. Through its fundraising efforts, the foundation solicited and accepted funds that endowed the george bush presidential library, a presidential archival depository that houses and preserves the books, correspondence, documents, papers, pictures and photographs of president bush as well as other objects and materials related to the official or personal life of president bush that have historical or commemorative value. A portion of the funds raised by the foundation were used by the federal government as an endowment to maintain, operate, protect and improve the library and a portion is used by the foundation as an endowment, the principal purpose of which is to enhance educational programs for the library and the george bush school of government and public service. Under the terms of the presidential libraries act amendment of 1986, a building endowment equal to 20% of the construction and land cost of the library building must be turned over to the national archives before they can accept the building to occupy and operate as a federal facility. Those terms were met on november 4, 1997, when the foundation transferred funds in the amount of $4,477,233 to the archivist of the united states. On november 6, 1997, the building and furnishings, including exhibits, were also transferred to the national archives and records administration.

FORM 990, PART IX - EXPENSES:

Various expense categories included in the statement of functional expenses include amounts which are reimbursed by texas a&m university. The total reimbursement received in 2024 for the current year expenses was $1,948,748. This amount is included in the total contribution from texas a&m as reported on schedule b.

FORM 990, PART XI, LINE 9:

Book to tax difference on noncash contribution 435,000. Book to tax difference on pavilion rental income -16,500.

FORM 990, PART V, LINE 2A, NUMBER OF EMPLOYEES:

All payroll is processed through texas a&m university. The foundation is billed for the cost of salaries and benefits each month for certain employees of the university that provide services to the foundation.

Financial Statement Notes

PART III, LINE 1A:

The purpose of the foundation is to endow a presidential archival depository and to house and preserve the documents, papers, pictures, photographs and artifacts related to the career of president george h. W. Bush as well as other objects or materials related to the papers or events of the official and personal life of president bush that have historical or commemorative value.

PART III, LINE 4:

The foundation funds and maintains the george bush presidential library and museum which is a presidential archival depository that houses and preserves the books, correspondence, documents, papers, pictures and photographs of president bush as well as other objects and materials related to the official and personal life of president bush that have historic or commemorative value. The depository collection is displayed to enhance educational programs at the library and the george bush school of government and public service.

PART V, LINE 4:

The intended use of the organization's endowment funds are to maintain, operate, protect, enhance and improve the operational and educational programs of the george h.w. Bush presidential center which is comprised of the george & barbara bush foundation, the george h.w. Bush presidential library and museum, and the bush school of government and public service.

PART X, LINE 2:

The foundation is exempt from federal income taxes under section 501(a) of the internal revenue code (irc) as an organization described in irc section 501(c)(3). Accordingly, no provision for income taxes has been made related to the foundation; however, should the foundation engage in activities unrelated to the purpose for which it was created, taxable income could result. The operations of the museum gift shop are taxable. The foundation has deemed any federal income tax related to unrelated business income to be immaterial for 2024 and 2023. Interest and penalties associated with uncertain tax positions are recognized as components of federal income tax expense. The foundation did not have any interest or penalties with regard to uncertain tax positions during the years ended december 31, 2024 and 2023. The foundation follows asc 450, contingencies for uncertainty in income taxes. In accordance with that guidance, management has determined that there are no material uncertain income tax positions.

Book to tax difference on noncash contribution 435,000. Fundraising expenses 380,394. Pavilion net rental income 4,579.

THE SCHOOL IS STILL RANKED IN THE TOP 12 PERCENT OF THE GRADUATE PUBLIC AFFAIRS SCHOOLS IN THE NATION. THE SCHOOL'S PHILOSOPHY IS BASED ON THE BELIEF OF ITS FOUNDER, GEORGE H.W. BUSH, THAT PUBLIC SERVICE IS A NOBLE CALLING, A BELIEF THAT CONTINUES TO SHAPE ALL ASPECTS OF THE CURRICULUM, RESEARCH, AND STUDENT EXPERIENCE. THERE ARE THREE ELEMENTS THAT FORM ALL ACTIVITIES AT THE SCHOOL. FIRST IS THE CULTIVATION OF PRINCIPLED LEADERS. SECOND, THE SCHOOL RECOGNIZES THE VITAL IMPORTANCE OF THE RESEARCH CONDUCTED BY ITS FACULTY AND RESEARCH INSTITUTES. THIRD, THE SCHOOL HAS AS ONE OF ITS CORNERSTONES THE IDEA OF GIVING BACK TO THE COMMUNITY THROUGH PUBLIC SERVICE.
