“The organization is a membership-based nonprofit corporation. Membership is open to individuals, businesses, and organizations that support the chamber's mission and pay annual dues as set forth in the bylaws. Members hold no ownership interests but serve as the organization's general constituency and participate in governance as provided by the bylaws.”
