The organization (swlcat) was created to provide quality apprenticeship and training programs for the outside electrical construction industry. They are an independent training agency operating under the auspices of the national joint apprenticeship and training committee. Their national and international affiliations insure consistent training and credentials that are recognized universally. The program is registered with, and monitored by, the us department of labor, bureau of apprenticeship and training. The program is operated in arizona, kansas, new mexico, oklahoma and texas. Swlcat's support comes primarily from apprenticeship application fees, tuition received from active apprentices, and contributions received from employers participating in the apprentice program through a partnership with the international brotherhood of electrical workers (ibew) and the national electrical contractors association (neca).
