- Prevention and education with over 70% of the 52,000 the council served last year being age 18 or under this department continued to maximize its staff and their passion to reach as many children and youth as possible in all areas of the community with education and guidance that would direct them away from drug and alcohol abuse or use. 81% of the clients and youth served come from households with incomes under $35,000, 35% have incomes under $17,000. Camp l4 supported by donors and foundations a week long day camp was again held three times for children ages 6-12 who live in shelters.
