Mission

To transform the city by love and good deeds for the glory of God, extending the truth, power, and love of God to build friendships with our city, one life at a time. (continued on Schedule O)Despite limitations from the COVID-19 pandemic, The organization did not cease operating critical programming. The organization's programs continued to serve families, kids, and immigrants while transforming programming to maintain necessary service thresholds both in person and electronically.

The organization is controlled and managed by its Board of Directors, the members of which must be nominated by the Senior Pastor of Vineyard Columbus and confirmed by a majority of the members of Vineyard Columbus' "Senior Pastoral Team" (or any duly constituted successor body of the Church). The organization's officers are elected by its Board of Directors, but the organization's President must be either the Senior Pastor or the Executive Pastor of Vineyard Columbus.

Any director may be removed from office without cause upon the recommendation of the Senior Pastor of the Church and confirmation by a majority of the members of the Church's "Senior Pastoral Team" (or any duly constituted successor body of the Church). Form 990 is prepared by an independent CPA firm and reviewed in detail by the organization's top management. The reviewed Form 990 is then provided to the board of directors prior to filing with the IRS.

Form 990, Part VI, Section B, line 12C

Persons covered by the organization's Conflict of Interest Policy are its directors and officers and additional persons with budget oversight responsibility within the organization's program service departments (generally, department directors and managers). The Executive Director of the organization personally interviews each of the individuals annually to discuss whether or not each individual has any financial interest that may constitute a conflict of interest. The Secretary of the organization personally interviews the Executive Director for the same purpose. If there arises any financial interest on the part of one of these covered persons that may constitute a conflict of interest, the person with the interest is given the opportunity to present all material facts to the organization's board of directors. All disinterested board members then consider the financial interest and the material facts and determine it a conflict of interest exists. Any covered person with a conflict of interest is prohibited from participating in any deliberation or decision as to any conflict of interest transaction.

Form 990, Part VI, Section B, line 15A

The process for determining compensation (as described below) is undertaken annually, following annual performance reviews (typically a mid-year event, and is used for all full-time positions of Vineyard Church of Columbus and the organization, including the organization's Executive Director. The process is as follows: Written annual performance appraisals are completed by the supervisor, in some cases with input from self-reviews and "360-degree" reviews by subordinates and key volunteers. All appraisals are reviewed, compared, and evaluated by a Salary Review Committee (the "SRC"), which is appointed by and under the jurisdiction of the Vineyard Columbus Church Council (i.e., its Board of Directors). The SRC is made up of Vineyard Columbus Church members who are financially disinterested and independent of Vineyard Columbus staff, as required by Vineyard Columbus' Code of Regulations. The SRC's review includes the use of multiple national comparative salary reviews for churches (which are obtained by the Vineyard Columbus human resources department and provided to the SRC), with all positions classified into comparative salary ranges. Based on (1) a target average merit percentage established by Vineyard Columbus' Coordinating Team, (2) the employee's performance, and (3) the employee's current salary location within the predetermined salary range for the employee's position, the SRC, through a joint deliberative process that is contemporaneously substantiated in writing, determines and recommends adjustments for each employee. The SRC's recommendations are communicated in writing in the form of a spreadsheet that the SRC compiles over the course of its deliberations and gives to the Vineyard Columbus Senior Pastor, Executive Pastor, and human resources department. As required by all other positions (including the organization's Executive Director), the Vineyard Columbus Senior Pastor and Executive Pastor review and approve in writing the spreadsheet provided by the SRC. Any changes to the SRC recommendations desired by the Senior Pastor or Executive Pastor do not become effective until they have been presented to the SRC and resolved by mutual agreement. All such discussions and decisions are contemporaneously substantiated in writing.

Compensation reported in Part VII, column E and Schedule J, Part II, column B is the amount reported on the individual's W-2, box 1 or 5 (whichever amount is greater) per the IRS instructions. In the case of minister's compensation when box 5 of the W-2 is not applicable, box 1 compensation is used. Employee deferrals to qualified retirement plans are normally captured in box 5, not box 1 of Form W-2. Staff are compensated by a related organization, Vineyard Christian Fellowship of Columbus. Vineyard Christian Fellowship of Columbus files all required payroll information returns as required by the IRS. As such, due to common paymaster rules as instructed by the IRS, the number of employees reported represent the number of employees who work for the filing organization but are compensated by a related organization. IRS990/Desc0Vineyard Early Childhood Center achieved the following: (1) Maintained the rating of a "Four Star" quality center through Ohio's "Step Up to Quality" program, which recognizes excellence in early childhood education programs; (2) Continued development of VECC includes using new and updating existing technology in the center, implementing new curriculum, and continued focus on professional development for the staff; (3) Continued partnership with Columbus City Schools to prepare Pre-K youth for Kindergarten (received one-on-one coaching for Lead Teachers and access to online training to better equip them for the classroom); (4) Maintained a 50% rate of enrollment of children from low to moderate income families (measured by eligibility for Title XX), reflecting continued diversity of families served; (5) Continued creation of and leading COVID-19 policies and procedures to operate a safe environment for youth and families, maintaining daily services without closure due to COVID-19 positive cases or exposure (never closed during the year), and (6) against licensed capacity of 104 children per day, had average daily attendance of 46 children (lower enrollment due to safety measures in response to COVID-19 pandemic).

CRT fielded 348 requests for help and distributed financial assistance to qualifying households; (2) Continued a partnership with The Ohio State University School of Social Work to host 3 interns; (3) Continued with a full time immigration attorney (pursuant to authorization granted in 2011 by the U.S. Department of Justice, Executive Office for Immigration Review, Board of Immigration Appeals), hosted community awareness events and training, supported the growing volume of clients, served provided 300 consults, served 100 clients, and provided more than 200 referrals to partner agencies and legal service providers; (4) Project 17 continued expanding Value Life's commitment to pregnant and parenting women and families was launched during the pandemic. 65 participants received diapers, pack-n-plays, car seats, clothes and more; (5) Prompted by the previous success of partnership with Convoy of Hope and World Vision, VCC continued addressing food insecurity in the greater Columbus area by partnering with Vineyard Columbus campuses, Mid-Ohio Food Collective, and VC Food Pantry to host monthly Fresh Produce Distributions where 100 individuals and families were served at each location. During the months of April through August 2021, an average of 300 households were served; and (6) as we continued to navigate a new normal as a result of the COVID-19 pandemic, our staff pivoted to offer smaller, lower capacity events like online Bible studies for youth, Alpha groups, Easter Egg Hunt, Coat Drive, monthly Movie Nights, and distributed Thanksgiving dinner boxes to families in need.

Enrollment remained low due to the COVID-19 pandemic (increased transportation challenges prevented schools from dropping off students at VCC). However, the programs never closed due to COVID-19 exposure or spread. The programs served the community as follows: (1) Further developed a partnership with Northland High School to serve an additional 24 youth for daytime, in-school program led by the MSHS program manager. Due to COVID-19 pandemic, in-school in-person services were not permitted. The program shifted to a virtual classroom, using Zoom to serve the students; (2) Maintained partnerships with Future Ready and use of Learning Circles and DESSA tools for academic and social/emotional improvement; (3) The Vineyard Summer Program offered 52 (of the 58 served) 100% free summer services for up to 8 weeks; (4) The MSHS Program continued to offer summer employment for junior staff as well as offer programming, 3 days per week to rising youth in 6th - 9th grades; 22 participants were served; (5) Overall, Vineyard afterschool programming served 86 participants each week (does not include the in-school number referenced earlier).

The Executive Director of the organization personally interviews each of the individuals annually to discuss whether or not each individual has any financial interest that may constitute a conflict of interest. The Secretary of the organization personally interviews the Executive Director for the same purpose. If there arises any financial interest on the part of one of these covered persons that may constitute a conflict of interest, the person with the interest is given the opportunity to present all material facts to the organization's board of directors. All disinterested board members then consider the financial interest and the material facts and determine it a conflict of interest exists. Any covered person with a conflict of interest is prohibited from participating in any deliberation or decision as to any conflict of interest transaction.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt7The process for determining compensation (as described below) is undertaken annually, following annual performance reviews (typically a mid-year event, and is used for all full-time positions of Vineyard Church of Columbus and the organization, including the organization's Executive Director. The process is as follows: Written annual performance appraisals are completed by the supervisor, in some cases with input from self-reviews and "360-degree" reviews by subordinates and key volunteers. All appraisals are reviewed, compared, and evaluated by a Salary Review Committee (the "SRC"), which is appointed by and under the jurisdiction of the Vineyard Columbus Church Council (i.e., its Board of Directors). The SRC is made up of Vineyard Columbus Church members who are financially disinterested and independent of Vineyard Columbus staff, as required by Vineyard Columbus' Code of Regulations. The SRC's review includes the use of multiple national comparative salary reviews for churches (which are obtained by the Vineyard Columbus human resources department and provided to the SRC), with all positions classified into comparative salary ranges. Based on (1) a target average merit percentage established by Vineyard Columbus' Coordinating Team, (2) the employee's performance, and (3) the employee's current salary location within the predetermined salary range for the employee's position, the SRC, through a joint deliberative process that is contemporaneously substantiated in writing, determines and recommends adjustments for each employee. The SRC's recommendations are communicated in writing in the form of a spreadsheet that the SRC compiles over the course of its deliberations and gives to the Vineyard Columbus Senior Pastor, Executive Pastor, and human resources department. As required by all other positions (including the organization's Executive Director), the Vineyard Columbus Senior Pastor and Executive Pastor review and approve in writing the spreadsheet provided by the SRC. Any changes to the SRC recommendations desired by the Senior Pastor or Executive Pastor do not become effective until they have been presented to the SRC and resolved by mutual agreement. All such discussions and decisions are contemporaneously substantiated in writing.

In the case of minister's compensation when box 5 of the W-2 is not applicable, box 1 compensation is used. Employee deferrals to qualified retirement plans are normally captured in box 5, not box 1 of Form W-2. For reporting purposes we have included the minister's retirement plan deferrals in Part VII, column F and Schedule J, Part II, column C.
