Conflict of interest policy.At a board of directors meeting, dated July 29, 2010, the board of directors adopted a conflict of interest policy, which is to be reviewed and signed by each director on an annual basis.13. Whistleblower policy.At a board of directors meeting, dated July 29, 2010, the board of directors adopted a whistleblowers policy to be added to the employee handbook and signed by every employee, upon hiring. Existing employees have been given the form to sign.14. Form 990, Part lll, Program services

In 2024, Rescue the Animals, SPCA greatly expanded its work with rural kill shelters and with rural law enforcement officials. We handled hundreds of animals from neglect, abuse, and hoarding cases. We have expanded our Pets On the Go Network to 45 states and Canada. We are also increasing the number of rescue groups that we work with in many of the states that we already serve. Our partners not only provide homes for our animals, but many of them do follow up medical and rehab work for animals that need longer term care. Our biggest expansion is with Dog is My Copilot flying animals out of Abilene to Colorado, Wyoming, Montana, and Canada. The flights are free transportation to many new rescue groups. From 50 to 100 animals go on each flight, helping us turn our inventory much more rapidly. We also added rescue group partners in Kansas and Illinois. Breeder Pandemic Crisis With people returning to work and a changed economy, breeders all over Texas, Oklahoma, Arkansas and other adjoining states began dumping hundreds of animals at rural kill shelters because they could not sell them. These are pure bred animals and designer dogs that no one would expect to see at a shelter. One breeder walked off leaving his wife with over 40 dogs he could not sell and no money! We dont know if the wife found a home, but we took the dogs. Hoarding and seizure Cases continue to increase as well. We helped with 70 dogs in one house in Arizona, two big hoarding cases in New Mexico, and took many other animals from other states when no one else had room for them. A recent case in a nearby county brought us over 30 Chihuahuas in the worst looking house we have see in 25 years. Just when we think hoarding conditions could never be worse, we are reminded of the truly desperate conditions in which many animals spend their lives. We continue to be the rescue of last resort for law enforcement agencies all over Texas when they have big hoarding and abuse cases. Local shelters never have enough space for 50, 75, or 100 surprise guests from law enforcement. Since we have so many partners, we can usually arrange rapid transportation for these dogs to homes in several states. Economic conditions are bringing more and more animals into shelters. Dumping animals is becoming more common, and many, many breeders are going out of business displacing literally hundreds more animals in need of homes.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3In 2024, Rescue the Animals, SPCA greatly expanded its work with rural kill shelters and with rural law enforcement officials. We handled hundreds of animals from neglect, abuse, and hoarding cases. We have expanded our Pets On the Go Network to 45 states and Canada. We are also increasing the number of rescue groups that we work with in many of the states that we already serve. Our partners not only provide homes for our animals, but many of them do follow up medical and rehab work for animals that need longer term care. Our biggest expansion is with Dog is My Copilot flying animals out of Abilene to Colorado, Wyoming, Montana, and Canada. The flights are free transportation to many new rescue groups. From 50 to 100 animals go on each flight, helping us turn our inventory much more rapidly. We also added rescue group partners in Kansas and Illinois. Breeder Pandemic Crisis With people returning to work and a changed economy, breeders all over Texas, Oklahoma, Arkansas and other adjoining states began dumping hundreds of animals at rural kill shelters because they could not sell them. These are pure bred animals and designer dogs that no one would expect to see at a shelter. One breeder walked off leaving his wife with over 40 dogs he could not sell and no money! We dont know if the wife found a home, but we took the dogs. Hoarding and seizure Cases continue to increase as well. We helped with 70 dogs in one house in Arizona, two big hoarding cases in New Mexico, and took many other animals from other states when no one else had room for them. A recent case in a nearby county brought us over 30 Chihuahuas in the worst looking house we have see in 25 years. Just when we think hoarding conditions could never be worse, we are reminded of the truly desperate conditions in which many animals spend their lives. We continue to be the rescue of last resort for law enforcement agencies all over Texas when they have big hoarding and abuse cases. Local shelters never have enough space for 50, 75, or 100 surprise guests from law enforcement. Since we have so many partners, we can usually arrange rapid transportation for these dogs to homes in several states. Economic conditions are bringing more and more animals into shelters. Dumping animals is becoming more common, and many, many breeders are going out of business displacing literally hundreds more animals in need of homes.
