Mission

Seeking to put god's love into action, habitat for humanity brings people together to build homes, communities, and hope to realize our vision of a world where everyone has a decent place to live. Waco habitat for humanity adheres to a strict non-proselytizing policy and will not offer assistance on the expressed or implied condition that people must adhere to or convert to a particular faith or listen and respond to messaging designed to induce conversion to a particular faith.

Waco habitat is a non-profit, ecumenical christian housing ministry that seeks to provide a decent house in a decent community at an affordable cost with zero-interest loans to low-income families.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 is prepared by an accounting firm with information provided by the executive director, director of finance, and board treasurer. The board excutive committee,director of finance and executive director reviews the information provided to the preparer before the 990 is filed.in addition, a copy of the 990 is distributed by email to all board members before it is filed. The form 990 is then reviewed by the full board at the board meeting immediately following its submission.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy is included as a part of the personnel manual which is distributed to every employee. It is also included in the board of directors' packet. The policy is reviewed by the staff and board on an annual basis and applies to all staff and board members. If a conflict of interest exists with any staff member(other than the executive director) it will be reviewed by the executive director. If a conflict of interest exists with any board member or the executive director, it will be reviewed by the board. If anyone has a conflict of interest regarding a transaction, they are prohibited from participating in deliberations or decisions regarding the transaction. The executive director and director of finance monitor transactions so that no undisclosed conflicts of interest arise throughout the year.

Form 990, Part VI, Section B, Line 15

The compensation for the executive director is reviewed on an annual basis by the executive committee, which also serves as the personnel committee. The executive committee makes a recommendation to the board regarding the compensation of the executive director, which is subject to approval by the full board. The executive committee, along with the executive director, reviews the compensation for all exempt staff and other key employees. Pay ranges for all other employees are reviewed by the executive committee. The compensation for all exempt staff and key employees were submitted by the executive director for review by the executive committee and approved by board at its may 2017 board meeting.

Financial Statement Notes

PART IV, LINE 2B:

Whfh holds funds in escrow for the payment of insurance,taxes and monthly payments to state and local government lien holders. A portion of the monthly payment includes an estimate of the cost of insurance and taxes, in addition to actual monthly note on any applicable texas department of housing and community development or city of waco liens. These amounts are added to the escrow liability; payments of taxes, insurance and any applicable state and local notes made on behalf of the homeowner reduces the liability.

PART V, LINE 4:

The temporarily restricted funds were for community input meetings under the neighborhood revitalization program.

PART X, LINE 2:

Waco habitat for humanity has been granted exemptions from federal income taxes under section 501(c)(3) of the internal revenue code. As such, no provision for income taxes is reflected in the financial statements. The accounting standards on accounting for uncertainty in income taxes address the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, whfh may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of whfh and various positions related to the potential sources of unrelated business taxable income. The tax benefits recognized in the financial statements from a tax position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for fiscal years 2017 and 2016. The previous three years remian subject to examination by tax jurisdictions.
