Mission

The foundation will build platforms to preserve the history and advance the future of the livestock industry in the southwest through cattle raisers museum exhibits, education initiatives and programming; to provide scholarship opportunities to inspire young people to pursue careers in agriculture; and to capture oral histories of the people who define the industry.

The executive committee, consisting of the president, vice-president of the board of directors and three additional directors elected by the board is in charge of formulating the corporation's policies, guidelines for the solicitation of donations, grants and funding of money and property from persons or agenices. After board ratification, the executive committee is responsible for the implementation of these policies and guidelines.

The form 990 is prepared by the foundation's certified public accounting firm after the annual audit has been completed. When complete, the return is reviewed by the executive director and treasurer before being forwarded to the finance committee, which has been charged with review of the form 990 before it is filed. Copies of the return are provided to all members of the board of directors before the return is submitted to the irs.

The conflict of interest policy requires officers and trustees to fill out a disclosure on an annual basis that is first reviewed by the associate director, then the executive director and treasurer and then the board.

Additional Explanations

Form 990 Part IX Officer and Staff Compensation

Texas and southwestern cattle raisers' foundation (the foundation) has no employees. It's executive director, membership director, administrative assistant and temporary staff are paid by the national cowgirl museum and hall of fame, a related organization. The foundation reimburses the national cowgirl museum and hall of fame for its' portion of the executive director's salary, benefits and payroll tax expense, and for all of the associate director's and the temporary employees' salaries, benefits and associated payroll tax expenses. Under the common paymaster rules, the amount reimbursed to the national cowgirl museum and hall of fame for work performed for the foundation is reported as if it was paid directly by the foundation. The foundation's education director is paid by the fort worth museum of science and history (fwmsh), an unrelated organization. The foundation reimburses fwmsh for those compensation expenses. The reimbursed amounts are reported on part ix of form 990 as compensation and compensation related expenses in order to accurately present the expenses of the foundation.

Financial Statement Notes

PART III, LINE 1A:

The foundation has a significant investment in museum collections. The collections include artifacts, publications and replicas which further the foundation's mission to honor and document the study of livestock production. As these collections are considered treasures, a fair value is not readily determinable and therefore is not disclosed in the financial statements. All collections accumulated by the foundation are governed by the foundation's collection management policy. These collections are held for public display and education rather than financial gain and are protected, cared for and preserved by the foundation. Any expenditures or receipts related to purchases, sales or insurance recoveries of collection items are reported separately in the statement of activities in the period in which they occur.

PART V, LINE 4:

The intended use of the organization's permanent endowment funds is to fund scholarships. Temporarily restricted funds are maintained to support the building fund and programs of the foundation.

PART X, LINE 2:

The foundation is a nonprofit organization exempt from federal income taxes under internal revenue code section 501(c)(3); therefore, no provision for federal income taxes has been included in the financial statements. Taxes are paid on net income earned from sources unrelated to the exempt purposes. There was no net income from unrelated business for the year ended december 31, 2016 and 2015. The foundation files as a tax-exempt organization. Its tax returns are subject to review and examination by federal and state authorities.

IN APRIL 2016, THE FOUNDATION HOSTED COW CAMP, A ONE DAY CAMP FOR CHILDREN, WHICH IS HELD IN CONJUNCTION WITH THE TEXAS & SOUTHWEST CATTLE RAISERS' ASSOCIATION'S ANNUAL CONVENTION. THIS YEAR WE BASED OUR CAMP AROUND STEWARDSHIP OF THE LAND AND ITS IMPORTANCE. THIS INCLUDED VIEWING THE NATIONAL PARK ADVENTURE TO SEE THE VARIOUS SPECIES IN THE PARKS AND THE IMPORTANCE OF MAINTAINING THEM. UNDER THE FACTS AND CIRCUMSTANCES TEST, AN ORGANIZATION WILL BE TREATED AS PUBLICLY SUPPORTED IF IT NORMALLY RECEIVES A SUBSTANTIAL PART OF ITS SUPPORT FROM GOVERNMENTAL UNITS, FROM DIRECT OR INDIRECT CONTRIBUTIONS FROM THE GENERAL PUBLIC, OR FROM A COMBINATION OF THESE SOURCES, AND MEETS CERTAIN OTHER REQUIREMENTS. THE PERTINENT FACTORS SET FORTH IN THE REGULATIONS ARE DISCUSSED BELOW:I) TEN PERCENT-OF-SUPPORT LIMITATIONTHE FOUNDATION'S PUBLIC SUPPORT PERCENTAGE HAS BEEN 26.74% IN 2016 AND 31.26% IN 2015, OVER THE 5 YEAR LOOK-BACK PERIOD, WHICH EXCEEDS THE 10% FLOOR FOR CONSIDERATION AS A PUBLIC CHARITY. II) ATTRACTION OF PUBLIC SUPPORTTHE FOUNDATION IS ORGANIZED AND OPERATED TO ATTRACT NEW AND ADDITIONAL PUBLIC SUPPORT ON A CONTINUOUS BASIS. IT HAS PARTNERED WITH THE MUSEUM OF SCIENCE AND HISTORY (MSHFW) IN FORT WORTH, TEXAS TO PRESENT AN EXHIBIT OF ITS COLLECTION IN A SEPARATE HALL OF THE MSHFW. THIS EXHIBIT IS OPEN TO ALL PATRONS OF THE MSHFW, AND WAS RECENTLY RENOVATED IN ORDER TO ATTRACT MORE VISITORS. THE FOUNDATION ALSO HOSTS FIELD TRIPS FOR LOCAL SCHOOLS AT THE EXHIBIT. THE ORGANIZATION MAINTAINS A CONTINUOUS AND BONA FIDE PROGRAM FOR SOLICITATION OF FUNDS FROM THE GENERAL PUBLIC, COMMUNITY, AND MEMBERSHIP GROUPS INVOLVED. III) PERCENTAGE OF FINANCIAL SUPPORTUNDER THE REGULATIONS, THE HIGHER THE PERCENTAGE OF SUPPORT ABOVE THE 10% REQUIREMENT FROM PUBLIC SOURCES THE LESSER WILL BE THE BURDEN OF ESTABLISHING THE PUBLICLY SUPPORTED NATURE OF THE ORGANIZATION THROUGH OTHER FACTORS. THE PERCENTAGE OF SUPPORT RECEIVED FROM THE GENERAL PUBLIC FOR THE FIVE YEAR PERIOD ENDING ON DECEMBER 31, 2016 IS 26.74%. IV) SOURCES OF SUPPORTTHE FOUNDATION IS SUPPORTED BY MEMBERS, AT VARIOUS LEVELS OF SUPPORT, BY MODEST ADMISSION FEES AND BY DONORS, MANY OF WHOM HAVE A CONNECTION TO THE RANCHING INDUSTRY. MEMBERS OF THE TEXAS AND SOUTHWESTERN CATTLE RAISERS ASSOCIATION HAVE THE OPTION OF MAKING A DONATION TO THE FOUNDATION WHEN THEY PAY THEIR ASSOCIATION DUES. V) REPRESENTATIVE GOVERNING BODYTHE FOUNDATION HAS A GOVERNING BODY REPRESENTATIVE OF THE BROAD INTERESTS OF THE PUBLIC, HAVING SPECIAL KNOWLEDGE OR EXPERTISE IN THE PARTICULAR FIELD IN WHICH THE FOUNDATION OPERATES. THE CURRENT (2017) BOARD OF TRUSTEES CONSISTS OF RANCHERS, BUSINESS PEOPLE, BANKERS, FINANCIAL ADVISORS AND COMMUNITY VOLUNTEERS. MOST OF THE BOARD MEMBERS HAVE CLOSE CONNECTIONS TO THE RANCHING INDUSTRY IN TEXAS. VI) AVAILABILITY OF PUBLIC FACILITIES OR SERVICES; PUBLIC PARTICIPATION IN PROGRAMS OR POLICIESTHE FOUNDATION SERVES THE GENERAL PUBLIC ON A CONTINUING BASIS THROUGH THE FOLLOWING TYPES OF PROGRAM ACTIVITIES: A) MAINTAINING EXHIBITS AT THE CATTLE RAISERS MUSEUM WHICH IS LOCATED ON THE SECOND FLOOR OF THE FORT WORTH MUSEUM OF SCIENCE AND HISTORY. THE CATTLE RAISERS MUSEUM IS DEDICATED TO PRESERVING AND CELEBRATING THE VITAL HISTORY AND SCIENCE OF THE CATTLE INDUSTRY. THIS EXHIBIT IS OPEN 7 DAYS A WEEK AND HOSTED OVER 284,900 VISITORS IN 2016; B) HOSTING SCHOOL FIELD TRIPS FOR APPROXIMATELY 68,900 STUDENTS DURING 2016; C) CONDUCTING PROGRAMS & PRESENTATIONS AT SCHOOLS AND CIVIC GROUPS WITHIN THE COMMUNITY. IN 2016, PROGRAMS WERE CONDUCTED AT OVER 50 SCHOOLS, REACHING OVER 5,200 STUDENTS; D) MAINTAINING A RESEARCH LIBRARY CONTAINING HISTORICAL DOCUMENTS, PERIODICALS, ORAL HISTORY INTERVIEWS, BOOKS AND PHOTOGRAPHS WHICH FOCUS ON ALL ASPECTS OF THE HISTORY OF THE TEXAS AND SOUTHWESTERN CATTLE RAISERS ASSOCIATION AND THE CATTLE INDUSTRY. RESEARCHERS AND SCHOLARS MAY USE THE MATERIALS BY APPOINTMENT, AND MANY OF THE PHOTOGRAPHS ARE AVAILABLE THROUGH "THE PORTAL OF TEXAS HISTORY" ONLINE; E) HOSTING 'COW CAMP', A ONE DAY CAMP FOR CHILDREN, WHICH IS HELD IN CONJUNCTION WITH THE TEXAS & SOUTHWEST CATTLE RAISERS' ASSOCIATION'S ANNUAL CONVENTION; AND F) MAINTAINING A SCHOLAR
