The Energy Council

“The member states of The Energy Council (Council) are Alabama, Alaska, Arkansas, Colorado, Kansas, Louisiana, Mississippi, Montana, New Mexico, North Dakota, Oklahoma, Texas, West Virginia, Wyoming. Membership in the Council is limited to state legislators appointed by the legislative leadership from the member states. Each member state has one vote.”

“The Executive Committee is the governing body of the Council. The Executive Committee consists of two members of the Senate and two members of the House from each member state. The Executive Committee is nominated by the member state's legislative leadership and ratified by the Executive Committee as a whole.”

“The members of the energy council are elected legislators appointed by legislative leadership to the council-at-large. These members vote to confirm the executive committee members, as well as the council's officers.the full council also considers policy statements, which must be adopted by three-fourths of the member states present and voting. Three-fourths of member states must also approve amendments to the bylaws.”

“Yes- the form 990 is prepared by a cpa. Initially the cpa meets with the council's financial manager and executive director to discuss the draft of the form 990. Subsequently, the draft of the form 990 is presented by the cpa to the council's executive committee at the annual meeting for their review. Finally, the return is signed and filed by the executive director.”

“The policy is disseminated to each member of the executive committee and staff and to all new members of the executive committee and staff upon appointment. The policy is reviewed at the annual meeting.”

“The performance of each staff member is reviewed annually by the Executive Director. The Executive Director discusses the appraisal with the staff member and presents the appraisal to a Compensation Committee made up of The Energy Council Chairman, The Energy Council Vice Chairman, and the three most recent previous Energy Council Chairmen who continue to serve on the Executive Committee. The Executive Director proposes any adjustments in staff salaries to the Compensation Committee at The Energy Councils June conference, and the Compensation Committee approves or revises the salary adjustments for inclusion in the Annual Budget. The Compensation Committee proposes any adjustments to the Executive Directors compensation for inclusion in the Annual Budget. The Chairman and the Executive Committee conduct an appraisal of the Executive Director at the Annual Meeting and must approve the compensation of all employees proposed in the budget. Supporting documentation is in the budget, minutes, and a letter signed by the Chairman and Vice-Chairman specifying salary adjustments for the year.”
