Ark-Tex Council of Governments

“The board of directors of the ark-tex council of governments are composed of members elected or appointed by the membership within the area specified in the bylaws and are elected or appointed in the following manner: 1. Each member county government shall have one (1) director who shall be an elected official appointed by the commissioner's court; 2. Each member city with a population of 10,000 or more shall have three (3) directors who shall be elected officials appointed by the city council; 3. Each member city with a population of less than 10,000 shall have one (1) director who shall be an elected official appointed by the city council; 4. Each member community college, junior college or school district shall have one (1) director who shall be appointed from their elected governing body; 5. Each member special district shall have one (1) director who shall be appointed from their elected governing body; and 6. Each member authority shall have one (1) director who shall be appointed from their governing body.”

“A copy of the form 990 is submitted to each of the executive committee members in electronic format for review. Paper copies are supplied to all members at a regularly scheduled board meeting where the 990 is approved prior to signing and filing with the irs.”

“Key employees and executive board members complete conflict of interest forms annually to comply with audit requirements.”

“All salaries are reviewed and approved annually by the board of directors during the budget process. All salaries are required to be submitted to the state of texas comptroller, office of the governor, legislative budget board, and state auditor after approval by the atcog board.”

“Atcog makes its governing documents, conflict of interest policy and financial statements available to the public upon request.”

“The ark-tex council of governments (atcog) audit includes the component units of the ark-tex regional development company and the northeast texas economic development district. Atcog is not audited as a stand-alone entity.”

“A copy of the form 990 in electronic format was submitted to the executive committee of the board of directors for their review prior to the board meeting. Paper copies were provided to all board members at meeting at which time the return was approved, signed by the executive director and submitted for filing.”

“The atcog is required to undergo a single audit as a result of federal awards. It is not audited as a separate entity, but includes the component units of the ark-tex regional development company and the northeast texas economic development district, and is subjected to single audit requirements during the annual audit.”
