Governance Explanations

Form 990, Part VI, Section A, Line 1A

The executive committee serves as the board's leadership team to streamline board processes and assure the board remains focused on governance, fulfillment of the agency mission and implementation of the strategic plan. When the board of trustees is unavailable, the executive committee shall carry on all the business of the board between the regular meetings of the board and shall have all the power and authority of the board except as limited by law, the articles of incorporation, or the bylaws. A majority of the members of the executive committee shall constitute a quorum in order for the committee to conduct business, provided however, that the executive committee may meet by telephone. All actions taken by the executive committee shall be reported in writing to the board of trustees at the next board meeting. The executive committee shall serve at the pleasure of the board of trustees and in addition to the above duties shall perform whatever duties designated by the board of trustees. The president is chair of the executive committee, which shall include the officers and the immediate past president.

Form 990, Part VI, Section B, Line 12C

All board members must sign the non profit's conflict of interest policy, and they must immediately report conflicts or potential conflicts to the president of the organization. Once a board member or officer reports a conflict to the president, that person is not permitted to vote or use his personal influence on the matter and shall be absent from the board meeting while that matter is being discussed. The minutes of the meeting must reflect the disclosure and the fact of the member's absence during the discussion and vote.

Form 990, Part VI, Section B, Line 15

Only the board of trustees may determine or change the compensation of the executive director of the organization. The board is tasked with evaluating the executive director's performance annually using a set of criteria specified in the policies of the center. The executive committee of the board sends the board of directors and the executive director copies of the form to complete and return. The executive committee then summarizes the findings and meets with the board to discuss the executive director's compensation package. The evaluation form, comparable salary and benefit data, and the financial position of the center are all considered when determining the executive director's salary and/or adjustments to it. Minutes are kept of all meetings of the executive committee and the board. All other salaries are determined by the executive director and the board as part of the annual budgeting process. The policy manual specifies that the compensation and benefits shall be comparable to those provided by similar agencies, subject to the availability of funds.

PART X, LINE 2:

The center is a nonprofit organization that is exempt from federal income taxes under internal revenue code section 501(c)(3); therefore, no provision for federal income taxes has been included in the consolidated financial statements. Taxes are paid on net income earned from sources unrelated to the exempt purposes. There was no net income from unrelated business for the year ended august 31, 2022. Each entity files as a tax-exempt organization. The organization's tax returns are subject to review and examination by federal and state authorities.

THIS INSTRUCTION TARGETS SELF-AWARENESS, SOFT SKILLS, JOB PREPARATION, DISABILITY DISCLOSURE AND MONEY MANAGEMENT. THERE ARE 6 VAT MODULES RANGING FROM 10 TO 30 HOURS EACH. VAT GREATLY BENEFITS STUDENTS WITH SPECIAL NEEDS BY HELPING THEM DEVELOP COMPETENCIES AND SKILLS NECESSARY FOR SUCCESS ON THE JOB AND IN THE COMMUNITY, DEVELOP JOB PREPARATION SKILLS TO INCREASE THEIR PROBABILITY OF GETTING A JOB, AND IMPROVE THEIR COMMUNICATION AND INTERPERSONAL SKILLS. WORK EXPERIENCE TRAINING PROVIDES SPECIAL EDUCATION STUDENTS WITH EXPERIENCE IN A "REAL PEOPLE DOING REAL WORK" ENVIRONMENT, AND HELPS THE STUDENT EXPLORE CAREER OPTIONS, GAIN WORK EXPERIENCE, DEVELOP EMPLOYABILITY SKILLS, IMPROVE SOFT SKILLS, AND BUILD SELF CONFIDENCE. STUDENTS ARE ASSIGNED TO A WORK SITE FOR 4 TO 6 HOURS PER DAY FOR UP TO 12 WEEKS. AT THE WORKSITE, OUR UNTWISE CERTIFIED JOB SKILLS TRAINERS WORK SIDE BY SIDE WITH THE STUDENT TEACHING WORK AND SOFT SKILLS, REINFORCING SKILLS, AND ESTABLISHING JOB ACCOMMODATIONS. OUR MOBILE WORK CREWS PROVIDE FLEET VEHICLE WASHING, JANITORIAL AND LANDSCAPING SERVICES FOR AREA TXDOT FACILITIES. OUR EMPLOYMENT/PLACEMENT SERVICES INCLUDE AN ARRAY OF SUPPORT AND SERVICES FOR INDIVIDUALS WITH DISABILITIES, INCLUDING VETERANS AND THOSE LIVING IN POVERTY, SO THAT THEY CAN SUCCESSFULLY OBTAIN AND MAINTAIN EMPLOYMENT. IN THE 2021-2022 FISCAL YEAR, ACHIEVE'S WORKFORCE DEVELOPMENT SERVICES SERVED 995 INDIVIDUALS. ACHIEVE'S PARTNERSHIP WITH WORKQUEST AND WAGE SERVICES PROGRAM PROVIDES PAYROLL SERVICES TO WORKQUEST/TX WORKFORCE COMMISSION WHO PROVIDE THE WORK EXPERIENCE TRAINING FOR INDIVIDUALS ACROSS THE STATE OF TEXAS. TECHNIQUES SUCH AS BREAKING THE JOB INTO SMALLER STEPS AND ADAPTIVE AIDS LIKE COUNTING BOARDS ARE USED TO ENABLE OUR ACHIEVERS TO COMPLETE A VARIETY OF TASKS. SOFT SKILLS TRAINING IS PROVIDED THROUGHOUT THE DAY USING POSITIVE REINFORCEMENT, INSTRUCTION, GUIDANCE, AND ROLE-PLAY. CLASSROOM INSTRUCTION IS ALSO PROVIDED TO REINFORCE SKILLS LEARNED DURING WORK TRAINING AND TEACH NEW LIFE AND SOFT SKILLS. TOPICS INCLUDE SAFETY, COMMUNICATION, SOCIALIZATION, AND WORK-READINESS. SOCIAL ACTIVITIES, SUCH AS PARTIES, ARE SCHEDULED TO FURTHER DEVELOP INTERPERSONAL SKILLS. AS EACH ACHIEVER HAS UNIQUE OBSTACLES TO EMPLOYMENT, INDIVIDUALIZED GOALS ARE IDENTIFIED USING A PERSON-CENTERED PLANNING MODEL. A SUBCOMPONENT OF THIS PROGRAM, ENHANCED DAY HABILITATION, PROVIDES ADDITIONAL LIFE SKILLS INSTRUCTIONS FOR INDIVIDUALS WHO HAVE DIFFICULTY PARTICIPATING IN A FULL-DAY VOCATIONAL PROGRAM DUE TO MEDICAL, BEHAVIORAL, OR ATTENTION CHALLENGES AND/OR REQUIRE ADDITIONAL ASSISTANCE IN ADAPTIVE SKILLS.
